Job Overview

The Ministry of Poverty Alleviation & Social Safety (PASS), Government of Pakistan, is recruiting an Assistant Grants Manager – Livelihood for its Programme Management Unit. The successful candidate works under the Grant Manager–Livelihoods and supports the unit's livelihood portfolio.

The role centres on technical and operational support to Partner Organizations (POs) implementing livelihood interventions. The Assistant Grants Manager also reviews and verifies progress reports, beneficiary data and supporting documentation submitted by assigned POs, and keeps MIS records complete, consistent and validated.

Field work is part of the job. The post holder supports regular field visits and output monitoring to check beneficiary coverage, delivery quality and achievement of planned results, and helps develop monitoring tools, checklists, indicators, benchmarks and reporting formats.

The position also involves tracking beneficiary outcomes such as asset utilization, skills application, employment, enterprise development and income generation, and coordinating with the M&E team on data and reports.

Eligibility & Qualifications

• Master's degree or 16-year education, preferably in Business Administration, Social Sciences, Agriculture/Livestock, Project Management or a related field, from a recognized institution.
• The advertisement also lists these acceptable qualifications: Bachelor of Arts (BA), Bachelor of Science, Bachelors of Business Administration (BBA), BBA (Agriculture Business), MBA, MBA (Project Management), Master of Business Administration (MBA), MA Sociology, MA Social Sciences, EMBA (Management Sciences), EMBA (Development Studies), and Master of Arts in Anthropology of Development and Social Transformation.
• At least 5 years of overall field-level experience.
• At least 3 years of that experience must be in monitoring livelihood asset transfer programmes.
• Experience handling projects that include community development and trainings.
• Experience in technical vocational education and livelihoods.
• Experience and skills in coordination and relationship management.
• Maximum age limit: 45 years.

Responsibilities

• Assist the Grant Manager–Livelihoods in providing technical and operational support to Partner Organizations (POs) for effective implementation of livelihood interventions.
• Support monitoring of livelihood grants, productive asset transfers, skills development, employment and income-generation activities against approved plans, targets and indicators.
• Ensure timely and accurate MIS data entry and updating for assigned POs, including completeness, consistency, validation and data quality.
• Assist in identifying data gaps, implementation challenges and variances, and coordinate with POs for timely corrective actions.
• Support systematic collection, compilation, verification and analysis of qualitative and quantitative data related to livelihood interventions.
• Provide technical guidance and capacity-building support to PO staff on monitoring, reporting, MIS data management, documentation and data quality.
• Track livelihood beneficiary outcomes, including asset utilization, skills application, employment, enterprise development and income generation, and flag issues requiring follow-up.
• Coordinate with the M&E team to ensure timely submission of quality data, monitoring reports and other Programme information.
• Maintain proper records of field monitoring findings, PO performance, follow-up actions and implementation progress.
• Support the Grant Manager–Livelihoods in providing regular updates to PMU management on progress, challenges, risks and required actions.
• Perform any other related duties assigned by the Supervisor.

• The position is offered on a contract basis at grade PPS-8.
• The position is based in Islamabad.
