Job Overview
The Ministry of Poverty Alleviation & Social Safety (PASS), Government of Pakistan, is recruiting an Assistant Manager Communication and Media for a Programme position based in Islamabad. The role sits at the centre of the Programme's communication work, so the person selected will deal with both internal messaging and public outreach rather than a single channel.
The work covers strategy and delivery together. The Assistant Manager leads communication activities through strategies aligned with Programme objectives, supports implementing partners in preparing and executing their own communication strategies and plans, including Behaviour Change Communication, and ensures Programme visibility follows IsDB and Government of Pakistan communication and branding guidelines.
Delivery includes written and audio-visual products, official digital platforms and event support. Field travel across Pakistan is vital for the role and is expected to take about 25% of the time.

Eligibility & Qualifications
- At least 16 years of education is required.
- The degree should be a BS or MS in Media Sciences, Mass Communications, Social & Management Sciences or a related field.
- The degree must be from an internationally well-reputed institute or an HEC-recognized university.
- Overall, 5 years of experience in communication, media, public relations or a related discipline is required.
- Preferably 3 years of that experience should be with an international or national development sector organization or Programme.
- Experience in managing social media platforms and website management is required.
- The maximum age limit is 45 years.
- The eligibility criteria list the following qualifications: Bachelor of Arts (BA), MA Journalism, BA Mass Communication, BA (Hons) Business Management, Master of Social Sciences in Media Studies & Journalism, BS Development Communication, MA Advertising & Public Relations, MA Social Sciences, MA Public Relations and Master in Communication.

Responsibilities
- Implement the Programme's knowledge management plan, document key lessons and results, and monitor and report on digital and social media performance.
- Develop and disseminate communication materials and key messages, including press releases, articles, blogs, publications, newsletters, brochures, flyers, fact sheets and infographics.
- Produce and coordinate audio-visual content, including webinars, radio programmes, documentaries, interviews and short videos, to support Programme messaging and outreach, and maintain relationships with media.
- Conduct field visits to document beneficiary experiences, case studies, testimonials and human-interest stories, and develop relevant IEC materials.
- Manage the Programme's official digital and social media platforms, including the project website, LinkedIn, Facebook, X (Twitter) and YouTube, in line with multilateral communication standards.
- Prepare high-quality presentations and visual materials for donor reporting, Programme reviews, meetings, conferences and other official engagements.
- Provide communication and media support during donor missions, conferences, workshops, media engagements, exhibitions and other Programme events.
- Perform any other related duties assigned by the supervisor.

- The position is offered on a contract basis at grade PPS-8.
