Job Overview

The Ministry of Poverty Alleviation & Social Safety (PASS), Government of Pakistan, invites applications for the post of Assistant Manager – Financial Management. The role sits within the project management unit and supports the Manager/Senior Manager – Financial Management in managing the project's financial portfolio.

The work centres on compliance and financial oversight. The Assistant Manager helps ensure compliance with PGEP agreements, the PIM, donor requirements and internal controls.

This includes reviewing Partner Organizations' Statements of Expenditure and supporting documents, preparing review reports, and conducting quarterly field-level reviews to identify non-compliance and follow up on corrective actions. The role also covers routine financial operations: preparing financial reports, Budget vs.

Actual reports, fund utilization forecasts, annual financial statements and periodic closure processes; maintaining records and vouchers; supporting payments and disbursements to Partner Organizations; uploading financial data into accounting software; withholding and depositing taxes; and preparing bank reconciliations. The Assistant Manager assists with reconciliations involving EAD, AGPR, donor records, IFRs and SoE review reports, and supports donor fiduciary reviews, internal and external audits, and Auditor General audits.

Coordination with government departments, Partner Organizations, auditors and donors, plus capacity-building sessions for Partner Organization financial staff, forms part of the role.

Eligibility & Qualifications

  • Master's degree or 16-year education in Business Administration, or CA intermediate, ACMA, ACCA, M.Com, or a related field.
  • The advertised eligible qualifications also include BS Applied Accounting, MBA (Accounting & Finance), MBA (Banking & Finance), MBA (Finance), Associate Cost and Management Accountant (ACMA), M.Com Finance, BS Business Management & Accounting, BS Accounting & Taxation, and Associate Member of Chartered Management Accountant of Pakistan (ACMAP).
  • Minimum 5 years of experience in accounting, auditing, financial management and reporting.
  • Audit and advisory experience with a Big Four audit firm is an added advantage.
  • Experience supporting multi-stakeholder development sector projects, including community development and trainings, technical vocational education and livelihoods, is an added advantage.
  • Knowledge and experience of independently preparing an annual budget and work plan, and periodic financial progress reports of a project, is an added advantage.
  • Experience reviewing Partner Organizations' Statements of Expenditure and handling a project's internal and external audits, donors' fiduciary reviews, including audits by the Auditor General's office, is an added advantage.
  • Maximum age limit is 45 years.

Responsibilities

  • Support the Manager/Senior Manager – Financial Management in the overall management of the project's financial portfolio and ensure compliance with PGEP agreements, PIM, donor requirements and internal controls.
  • Support preparation of annual financial statements and monthly, quarterly and annual financial closure processes.
  • Conduct quarterly field-level reviews of POs' SoEs, identify non-compliance, maintain issue-tracking records and follow up on corrective actions.
  • Maintain accurate financial records, prepare vouchers, record transactions, and support PMU payments and disbursements to POs.
  • Ensure appropriate withholding and timely deposit of taxes in accordance with applicable tax laws.
  • Obtain bank statements and prepare timely bank reconciliations, ensuring segregation of duties and appropriate review and approval.
  • Support the Senior Manager Financial Management during donor fiduciary reviews, internal and external audits, and Auditor General audits by providing required information and documentation.
  • Assist in coordinating with relevant government departments, POs, auditors and donors on financial matters.
  • Support orientation and capacity-building sessions for PO financial staff on financial procedures, reporting, SoEs and compliance.
  • Maintain proper financial filing and documentation systems.
  • Perform any other related duties assigned by the supervisor.

  • The position is offered on a contract basis at Grade PPS-8.
