Ministry of Poverty Alleviation & Social Safety (PASS) is recruiting for Assistant Manager – Procurement in Islamabad. The post is based in Islamabad, and the advertisement lists one vacancy.
The role sits within the Programme's procurement function and works under the direction of the Senior Manager-Procurement. The work centres on administrative procurement for the Programme.
The Assistant Manager supports the purchase of office supplies, equipment, services and logistical requirements, and helps plan and process procurement activities in line with the approved Procurement Plan, applicable Programme procedures and IsDB procurement requirements. The role also involves preparing and processing RFQs, bidding documents, purchase orders, contracts, comparative statements and evaluation documentation, and keeping procurement records, supplier information and delivery records in order.
Beyond documentation, the position supports monitoring through an updated procurement tracker covering procurement actions, contracts, deliveries and pending matters. The Assistant Manager also helps the PMU and POs with administrative and logistical arrangements for Programme activities, coordinates with POs, suppliers, Government departments, auditors and donors, and supports responses to audit queries on HR, administration, assets, logistics and procurement documentation.
Compliance with applicable HR, administrative, procurement, logistics and asset management procedures is part of the role, along with any other related duties assigned by the supervisor.

Eligibility & Qualifications
- Master's degree or 16-year education in Management Sciences or a related discipline from an HEC-recognized university.
- Minimum 5 years of experience in logistics and office management.
- Preferably 3 years of experience in community procurement and livelihood programmes.
- Relevant experience with international organizations and Government departments.
- Maximum age limit is 45 years.
- The advertisement lists these acceptable qualifications: MBA (Supply Chain Management), EMBA (Supply Chain Management), MS Administrative and Management Sciences, BBA (Supply Chain Management), Bachelors of Business Administration (BBA), Master in Public Procurement Management for Sustainable Development, Master of Business Administration (MBA), and MBA Finance and Supply Chain Management.
Responsibilities
- Assist the Senior Manager-Procurement in planning and processing procurement activities in accordance with the approved Procurement Plan, applicable Programme procedures and IsDB procurement requirements.
- Assist in maintaining procurement-related records, supplier information, delivery records and supporting documentation.
- Assist in coordination with POs, suppliers, Government departments, auditors, donors and other stakeholders on administrative and logistics matters.
