Job Overview
Pakistan Digital Authority, under the Government of Pakistan, is hiring a Business Analyst on a contract basis at Grade-8. The vacancy is one post, and the role sits between business needs and digital solutions: it analyses processes, requirements and data so that decisions across national digital initiatives rest on evidence.
The Business Analyst works with ministries, regulators and partner organisations to draw out and document their requirements, then turns those into functional specifications. The role also covers process mapping, gap analysis and business process re-engineering to make service delivery more efficient, and it feeds into project prioritisation and portfolio alignment.
Outputs go to senior leadership, including the Chairman, CSO and COO, in the form of reports, dashboards and presentations. The analyst also works alongside product, engineering and data teams so that technical solutions meet business objectives, and studies KPIs to produce insights that guide leadership decisions.

Eligibility & Qualifications
- Bachelor's or Master's degree in Business Administration, Information Systems, Economics, or Data Analytics.
- Minimum 4+ years of experience as a business analyst.
- Experience is preferably in government or public sector digital transformation projects.

Responsibilities
- Elicit, document, and analyze requirements from ministries, regulators, and partner organizations, and translate them into functional specifications.
- Conduct process mapping, gap analysis, and business process re-engineering (BPR) to improve service delivery efficiency.
- Support project prioritization and portfolio alignment.
- Analyze KPIs and generate actionable insights to guide leadership in evidence-based decision-making.
- Support PDA leadership in strategy, project execution, and policy development so digital programmes deliver measurable impact and align with the National Digital Masterplan.
