The Chief Executive Officer leads PHA Foundation under the State-Owned Enterprises (Governance and Operations) Act, 2023, and the appointment is made through the Board of Directors.

CEO, PHA Foundation Jobs 2026 Eligibility & Qualifications
- At least a Master's degree or equivalent (16 years of education) in Urban Planning, Architecture, Development Studies, Business Administration, Public Administration, Finance, Engineering or an equivalent field from a HEC-recognised university or degree-awarding institute.
- A minimum of fifteen (15) years of relevant professional experience, including substantial experience at senior management positions, with demonstrated expertise in project management, the construction sector, infrastructure development or an equivalent field.
- Demonstrated experience of providing vision, leading and managing multiple teams of top professionals and delivering concrete and measurable results in a demanding corporate environment.
- Strong and proven past experience of large scale project management and supervision.
- The candidate must meet the Fit and Proper Criteria laid down in Schedule IV of the State-Owned Enterprises (Governance and Operations) Act, 2023 and the SOE (C-Level Appointments) Guidelines 2024. Any person disqualified under these instruments is not eligible.
- Applicants shall submit a detailed CV, valid CNIC, attested and HEC/relevant body verified academic credentials, HEC Equivalence Certificate (for foreign qualifications), professional registration (where applicable), recent photographs, NOC (for government employees) and experience certificates specifying designation, duration and nature of employment.

Responsibilities
- Lead PHA Foundation as its full-time Chief Executive Officer, directing the organisation's work to promote, facilitate and regulate affordable housing schemes and urban development projects across Pakistan.
- Manage and supervise large scale projects from the Chief Executive's position.
- Build teams and maintain good interpersonal and communication practice, covering written, verbal and listening communication.
Employment Terms & Important Notes
- The initial contract is for a period of three (03) years, with an annual performance evaluation conducted by the Board of Directors against Board-approved Key Performance Indicators (KPIs).
- The contract may be extended for a further period of up to two (02) years on the basis of satisfactory performance, subject to the Board's resolution and concurrence of the competent authority under the SOE Act, 2023.
- A market-competitive remuneration package shall be offered to the selected Chief Executive Officer of PHAF, as determined by the Board of Directors.
- The position of CEO PHAF is based at Islamabad.
- Civil servants meeting the stated criteria may also apply, subject to pre-requisite NOCs from the parent Ministry or Department and/or Cadre Administrative.
