Job Overview
The Ministry of Planning, Development & Special Initiatives, Government of Pakistan, is recruiting a Consultant – Urban Specialist (SPPS-III) on a contract basis. The vacancy is advertised through the National Job Portal and carries one position at grade SPPS-III.
The consultant works on national-level urban planning and development, including the preparation of a National Urban Agenda for Pakistan. The work involves reviewing urban planning and development interventions at global, regional, national and local levels, and analysing existing urban policies, laws, rules and regulations across national, provincial, regional and local government tiers.
The consultant prepares a national urban policy and national urban planning guidelines aimed at environment-friendly urban planning and development, and examines urban issues in spatial planning, land use, transportation, housing and public services to recommend sustainable strategies. The role also includes organising discourses, workshops and seminars with stakeholders, preparing policy briefs on urban strategies for the DCPC, Minister and Secretary, and commenting on development projects linked to urban policy.
The consultant prepares comprehensive reports on urban planning activities and interprets complex urban data to provide actionable insights.

Eligibility & Qualifications
- A postgraduate qualification in a field relevant to urban planning, environment, infrastructure, logistics, rural development, geospatial sciences or a closely related discipline is required.
- The advertisement lists acceptable qualifications including PGD, MSc, MS, MPhil, MBA, EMBA, MA and Master of Engineering degrees across urban planning, city and regional planning, environmental sciences, GIS and remote sensing, civil engineering, construction management, transportation, logistics, rural development, climate change, public policy, geography and related subjects.
- At least 7 years of experience is required.
Responsibilities
- Prepare a national urban policy and national urban planning guidelines after analysing existing urban policies, laws, rules and regulations at national, provincial, regional and local government level to ensure environment-friendly urban planning and development.
- Share comments and views on development projects related to urban policies and development.
- Analyse urban issues related to spatial planning, land use, transportation, housing and public services, identify potential improvements and areas of growth within urban spaces, and recommend effective, sustainable urban planning strategies.
- Prepare comprehensive reports on urban planning activities, highlighting achievements, challenges and lessons learned.
- Carry out any other task assigned by the Secretary, Member, DCPC and Minister PD&SI.
