Job Overview

The Global Investment & Gateway of Punjab Wing of the Services & General Administration Department, Government of the Punjab, is recruiting a Director Research and Policy for the Global Investment & Gateway of Punjab (GIGP) project. The position is based in Lahore and is offered on a contract basis.

The role builds and runs GIGP's research and policy function. The Director develops sector and project profiles for Punjab's priority sectors, prepares quarterly cost-to-invest comparisons against competitor jurisdictions, and turns investor feedback and primary research into policy reform briefs.

The position also manages the SWG Secretariat, produces flagship publications such as the annual State of Investment in Punjab report, and maintains investment data systems including a foreign investment registry and a competitiveness dashboard. The Director works with international and local research houses, universities and research centres, and engages benchmarking organisations such as the World Bank, WEF, UNCTAD and OECD on Punjab's representation in global rankings.

Coordination with the Director, Promotion & Marketing and the Director, After-Care and Expansion is part of the role, and the Secretary GIGP may assign other tasks.

Eligibility & Qualifications

• Ph.D. or Master's degree in Economics, or an MBA, or a degree in Finance, Accounting or Development Economics, from an HEC-recognized institution.
• Preference will be given to candidates who hold their degree from a globally recognized institution.
• For a Ph.D. holder, at least 10 years of post-qualification experience is required.
• The required experience must be in economic and business research, policy analysis, or investment climate advisory.
• The qualification areas listed for the 20-year education level are Accounting, Business Administration, Economics, Finance and Economic Development.
• Age limit: 40 to 55 years.

Responsibilities

• Develop and maintain GIGP's sector-targeting analytical foundation by producing sector and project profiles for Punjab's priority sectors, including IT/ITeS, agri-food, textiles, automotive, pharmaceuticals, energy and logistics.
• Cover market sizing, competitive positioning, value-chain mapping and site-readiness assessments in those sector and project profiles.
• Build and publish quarterly cost-to-invest comparison models for Punjab against competitor jurisdictions, covering labour, land, utility, tax, logistics and regulatory compliance costs, in coordination with the Director, Promotion & Marketing.
• Maintain liaison and coordinate with international and local research houses, firms, academics, universities and research centres to maintain, improve and develop detailed data for GIGP and to help unlock sector and project value propositions.
• Operationalize the policy advocacy loop by collecting and analysing investor feedback from facilitation bottleneck data and grievance patterns, in coordination with the Director, After-Care and Expansion, and through primary research including surveys and roundtables.
• Convert that intelligence into quarterly policy reform briefs.
• Manage the SWG Secretariat by convening sector-specific working groups with provincial departments, industry associations and investors, with defined terms of reference, meeting calendars, documented action items and progress reporting.
• Produce GIGP's flagship publications, including an annual 'State of Investment in Punjab' report, a quarterly competitiveness monitor, sector investment guides and policy briefs that position GIGP as the authoritative source on Punjab's investment landscape.
• Build and maintain an investment data infrastructure comprising a foreign investment registry, a regulatory reform tracker and a competitiveness dashboard tracking Punjab's performance on key indicators, in collaboration with federal and provincial stakeholders.
• Engage with international benchmarking organisations, including the World Bank, WEF, UNCTAD and OECD, to ensure Punjab is accurately represented in global rankings and to advocate for methodologies that capture sub-national reforms.
