Pakistan Digital Authority (PDA), under the Government of Pakistan, has advertised one contract vacancy for an Executive Director – Digital Economy at Grade-12. The position is based in Pakistan and is listed on the National Job Portal.
The role exists to lead PDA's Digital Economy function and to drive the development and implementation of national strategies, policies and initiatives that accelerate Pakistan's digital economic growth. The work covers digital trade, fintech, e-commerce, digital public infrastructure, the data economy and emerging technologies.
The Executive Director provides strategic leadership across these areas and strengthens coordination among government, industry, academia and development partners. The post also involves representing PDA in national and international forums and advising PDA leadership on emerging opportunities, risks and policy priorities.
This is a senior leadership position that combines strategy, economic analysis and stakeholder engagement. The holder translates digital economy priorities into actionable programmes, initiatives and implementation roadmaps, and builds and leads a multidisciplinary team while overseeing departmental work plans, budgets, deliverables and performance.

Eligibility & Qualifications
- Minimum bachelor's degree in Economics, Development Economics, Public Policy, Business Administration, Finance, Digital Economy, Technology Management or a related discipline.
- The degree must be from an HEC-recognized university or a reputable foreign university.
- Minimum 12+ years of relevant professional experience.
- That experience must include significant leadership experience in digital economy, economic policy, digital transformation, technology policy, financial services, trade or related areas.
- Demonstrated experience in developing and implementing national or sectoral strategies, policy frameworks, economic programmes or large-scale digital transformation initiatives.
- Experience working with government, regulators, the private sector, development partners or international organizations is preferred.

Responsibilities
- Develop and steer the National Digital Economy Strategy, including sector ambitions, priorities, targets and implementation plans.
- Lead policy analysis and provide strategic advice on digital trade, fintech, e-commerce, digital public infrastructure, the data economy and emerging technologies.
- Identify the policy, regulatory, institutional and market interventions needed to accelerate digital economic growth.
- Oversee research, economic analysis, modelling and evidence-based policy development related to the digital economy.
- Establish frameworks and indicators to measure the digital economy's contribution to GDP, employment, investment, productivity and exports.
- Monitor national and international digital economy trends and recommend strategic interventions.
- Engage federal ministries, provincial governments, regulators, industry, academia and other stakeholders to align digital economy priorities.
- Build strategic partnerships with private-sector, multilateral, bilateral and development organizations to mobilize expertise and resources.
- Represent PDA in relevant national and international forums relating to the digital economy.
- Provide strategic advice to PDA leadership on emerging digital economy opportunities, risks and policy priorities.
