Job Overview
The Global Investment & Gateway of Punjab Wing (GIGP), Services & General Administration Department, Government of the Punjab, is recruiting a General Manager for the Special Economic Zones Authority. The position is based in Lahore and is offered on a contract basis.
One position is available under the Global Investment & Gateway of Punjab project. The role centres on managing Punjab's Special Economic Zone portfolio.
The work also involves building a digitized land bank and zone inventory system that tracks plot availability, infrastructure status, utility connections, pricing, incentive packages and occupancy rates across notified SEZ sites. The General Manager coordinates with PIEDMC, FIEDMC and provincial industrial estate authorities to improve site readiness before marketing begins, and manages GIGP's interface with the federal Board of Investment and SEZA on admission protocols, zone notification, incentive approvals, customs facilitation and compliance under the SEZ Act 2012.
The role also covers investor attraction, land allocation procedures, policy frameworks for zone operations, and promotion of zone-specific incentives.

Eligibility & Qualifications
- Master's degree in Civil Engineering, Industrial Engineering, Business Administration, Public Policy, or Real Estate Development from an HEC-recognized institution.
- Minimum 10 years of post-qualification experience in SEZ management, industrial estate development, or infrastructure planning for industries.
- Age limit: 35 to 50 years.
- Gender: Both male and female candidates may apply.
- Domicile is required for this position.
- Education level: Master's or Bachelor's (Hons) with 16 years of education.
Responsibilities
- Lead strategic planning and operational management of Punjab's SEZ portfolio, including a comprehensive zone development strategy aligned with priority sectors such as textiles, IT/BPO, agro-processing, automotive, pharmaceuticals and logistics.
- Coordinate with PIEDMC, FIEDMC and provincial industrial estate authorities to assess and improve site readiness, ensuring roads, utilities, telecommunications and common facilities meet investor requirements before marketing commences.
- Drive investor attraction to Punjab's SEZs by developing zone-specific investment prospectuses, organizing site visits, and collaborating with GIGP's Investor Facilitation and Global Regions directorates to convert SEZ leads into allocations.
- Design and implement streamlined land allocation procedures to reduce time-to-allocate from inquiry to possession letter, establish transparent selection criteria, and integrate workflows into GIGP's IRM/CRM system.
- Develop policy frameworks for SEZ operations, including zone governance standards, enterprise registration procedures, zone-level SLAs for utility connections and construction permits, and compliance monitoring protocols.
- Promote zone-specific incentives and benchmark Punjab's SEZ offerings by presenting customs duty exemptions, income tax holidays and provincial fiscal concessions to investors, and producing comparative analyses against regional competitors to inform pricing and incentive design.
