Ministry of Poverty Alleviation & Social Safety (PASS) is recruiting for Grants Manager – Livelihood in Islamabad. Three vacancies are available, and the position is based in Islamabad.
The role sits within the Programme Management Unit and works closely with Partner Organizations (POs) that deliver livelihood interventions. The work centres on the delivery of livelihood grants, asset transfers and skills development against approved targets and indicators.
The Grants Manager provides technical support to POs for implementation, monitoring and reporting, reviews and verifies the progress reports and data they submit for programme reporting and grant or payment processing, and makes sure MIS data entry for assigned POs is timely, complete and validated. The role also supports monitoring tools, indicators, benchmarks and reporting mechanisms, and strengthens systems for collecting, analysing, verifying and reporting programme data.
It contributes to periodic progress reports, reviews, evaluations and assessments, coordinates with the Senior Manager- MER on internal and external monitoring requirements, and ensures livelihood interventions align with the overall PGEP graduation approach covering skills development, employment and income generation.

Eligibility & Qualifications
- Master's degree or 16-year education, preferably in Statistics, Business Administration, Social Sciences, Agriculture or Livestock, or a related field, from a recognized institution.
- The advertisement also lists these acceptable qualifications: Bachelor of Arts (BA), BS Agriculture, MBA (Project Management), MS Applied Statistics, Bachelor of Science, EMBA (Project Management), EMBA Management, EMBA (Management Sciences), BBA (Agriculture Business), MS Agriculture Economics, Master of Business Administration (MBA), MS Industrial Psychology, MA Social Sciences, MSc (Hons.) Agriculture in Horticulture, and MS Agriculture Rural Sociology.
- Minimum 7 years of overall field-level experience.
- At least 4 years of that experience must be in monitoring livelihood asset transfer programmes.
- Experience collecting and analysing qualitative and quantitative data.
- Maximum age limit is 48 years.
Responsibilities
- Provide technical support to Partner Organizations (POs) for effective implementation, monitoring and reporting of livelihood interventions.
- Ensure timely and accurate MIS data entry for assigned Partner Organizations, including data quality, completeness, validation and regular updating of all required programme information.
- Conduct regular field visits and output monitoring to assess implementation quality, beneficiary coverage and achievement of results.
- Strengthen systems for timely and reliable collection, analysis, verification and reporting of programme data.
- Provide capacity building and technical guidance to POs on monitoring, reporting, data quality and results-based management.
- Coordinate closely with the Senior Manager- MER to ensure timely and quality fulfilment of internal and external monitoring and reporting requirements.
- Ensure effective coordination between livelihood interventions and the overall PGEP graduation approach, including skills development, employment and income-generation activities.
- Perform any other related duties assigned by the Project Director.

- The position is on a contract basis at grade PPS-9.
