Job Overview
The Ministry of Poverty Alleviation & Social Safety (PASS), Government of Pakistan, invites applications for the post of Senior Grants Manager – Livelihood. The position is based in Islamabad, and the selected Senior Grants Managers will be responsible for overall project implementation at the regional level.
The role centres on delivering projects across an assigned province or region and its districts. The Senior Grants Manager must keep implementation aligned with approved objectives, work plans, donor requirements and IsDB guidelines.
This includes guiding the Grant Management Team, consultants and Partner Organizations (POs) so that programme delivery meets quality standards, and making sure project assets, services and interventions reach eligible beneficiaries on time. The post holder also carries accountability for project interventions, including the performance and compliance of POs.
A large part of the work involves reviewing POs' implementation plans, advance requests, financial forecasts, Statements of Expenditure (SOEs), annual work plans and budgets before they go to the Project Director for approval. The Senior Grants Manager monitors progress against targets and deliverables, identifies implementation challenges and ensures corrective action is taken promptly.
Coordination with support functions, POs, CIs and other stakeholders is central to the role, as is timely, quality reporting that meets donor, IsDB and organizational requirements. The post holder maintains links with target households and relevant stakeholders and ensures compliance with approved policies, procedures, rules and regulations, while performing any other duties assigned by the Project Director.

Eligibility & Qualifications
- Master's degree or 16-year education, preferably in Statistics, Business Administration, Social Sciences, Agriculture or Livestock, Project Management or a related field, from a recognized institution.
- The eligibility list also names EMBA (Project Management), EMBA (Management Sciences), Master in Arts, Master of Business Administration (MBA) and MA Social Sciences as qualifying degrees.
- Minimum 10 years of overall field-level experience.
- At least 5 years of that experience must be in grants and livelihood asset transfer programmes.
- Experience collecting and analyzing qualitative and quantitative data.
- Maximum age limit: 52 years.

Responsibilities
- Provide operational guidance to the Grant Management Team, consultants and Partner Organizations (POs) to ensure quality programme delivery.
- Ensure project assets, services and interventions are delivered on time and appropriately to eligible beneficiaries.
- Maintain overall accountability for project interventions, including the performance and compliance of POs.
- Coordinate with support functions, POs, CIs and other stakeholders to facilitate effective project implementation.
- Maintain effective linkages with target households and relevant stakeholders.
