The Ministry of Poverty Alleviation & Social Safety (PASS), Government of Pakistan, is recruiting a Senior Manager Financial Management for its Project Management Unit. One vacancy is available.
The role carries overall responsibility for the financial management of the Project. This covers internal financial controls, accurate accounting and reporting, budget and fund management, compliance with Government and IsDB requirements, and timely financial support to the PMU and Partner Organizations (POs).
The work therefore sits at the centre of the project's financial relationship with the donor, government departments and implementing partners. The Senior Manager works with a wide set of counterparts, including Government departments, donors, auditors, the Independent Verification Agency (IVA) and other stakeholders on financial matters.
The role also involves field visits to guide POs in strengthening their financial management, accounting, reporting and compliance capacity.

Eligibility & Qualifications
- Master's degree or 16-year education in Business Administration or Finance, or CA, ACMA, ACCA, M.Com or a related field.
- At least 10 years of relevant experience in financial management, preferably in multi-stakeholder development projects.
- Experience in managing relationships with partner organizations is essential.
- Experience in accounting, auditing, financial management and reporting, including development sector related experience.
- Audit and advisory experience with a Big Four audit firm is an added advantage.
- Experience of supporting multi-stakeholder development sector projects, including community development and trainings, technical vocational education and livelihoods.
- Knowledge and experience of independently preparing the annual budget and work plan as well as periodic financial progress reports of the project.
- Experience of reviewing POs' Statements of Expenditure and handling the project's internal and external audits, donors' fiduciary reviews, including audits by the Auditor General's office.
- Age limit: maximum 52 years.
- The eligibility criteria list accepted qualifications as ACCA, M.Com Accounting & Finance, ACMA, M.Com Finance, MA Accounting, Master of Finance, Certified Internal Auditor (CIA), CMA, MBA Financial Management, Associate Member of Chartered Management Accountant of Pakistan (ACMAP), EMBA (Finance), ACCA (UK), MBA Finance and Supply Chain Management, and Master of Business and Information Technology (Finance).
Responsibilities
- Ensure timely preparation and submission of financial reports, advance and fund release requests, and other financial documents required by the donor and the Government.
- Review POs' Statements of Expenditure (SoEs) and supporting documents for accuracy, completeness and compliance, and oversee quarterly financial reviews of POs.
- Ensure timely recording of budgets, expenditures and POs' SoEs in the accounting system and maintain complete and reliable financial records.
- Manage bank reconciliations, tax deductions and deposits, and reconciliation of project expenditures with EAD and AGPR.
- Ensure timely coordination with the Independent Verification Agency (IVA) for verification and financial audit of project expenditures, including timely reconciliation of accounts and addressing discrepancies.
- Ensure timely preparation and audit of Annual Financial Statements and certification of SoEs for Special Account replenishment.
- Facilitate government, external and donor audits and reviews, and follow up on agreed recommendations.
- Perform any other financial management duties assigned in support of effective project implementation.
- Ensure compliance with audit observations and paras, including preparation of timely responses and provision of required supporting documents, and coordinate matters related to the Departmental Accounts Committee (DAC) and Public Accounts Committee (PAC).
- Ensure effective follow-up and implementation of directives and recommendations issued by Audit, DAC and PAC, and maintain proper records of compliance and closure of audit paras.
- Perform any other task assigned by the Project Director.
