Job Overview

The Ministry of Poverty Alleviation & Social Safety (PASS), Government of Pakistan, is recruiting a Senior Manager Procurement for its Project Management Unit. One vacancy is advertised.

The role centres on making sure that procurements are conducted in a fair and transparent manner, that the object of procurement brings value for money to the project, and that the procurement process is efficient and economical. The Senior Manager oversees procurement processes, documentation, contract and delivery tracking, compliance, and coordination with auditors and Partner Organizations (POs), while providing essential administrative support to the PMU.

Work is carried out under PMU, Government, IsDB and other applicable procurement guidelines. The position also involves supporting community procurement through Partner Organizations, maintaining financing agreement records, responding to audit matters, and coordinating logistics for the PMU.

Eligibility & Qualifications

• Master's degree or 16 years of equivalent education in Business Administration, Social Sciences or a related field.
• The notice lists these acceptable qualifications: MBA (Supply Chain Management), EMBA (Supply Chain Management), EMBA (Management Sciences), Master in Development Management, Master in Arts, Master of Business Administration (MBA), MA Social Sciences, MBA Finance and Supply Chain Management, and MBA (Business Management).
• At least 10 years of procurement experience in international or national development sectors.
• Strong administrative skills, knowledge of procurement rules, and experience in livelihoods asset transfers and community procurement.
• Experience of supporting multi-stakeholder development sector projects, especially in livelihoods asset transfers.
• Experience and skills in managing relationships with partner organizations.
• Maximum age limit: 52 years.

Responsibilities

• Lead and oversee transparent, competitive and cost-effective procurement processes in line with PMU, Government, IsDB and applicable procurement guidelines.
• Ensure timely procurement and delivery of goods and services according to approved specifications, procurement plans, budgets and project requirements.
• Establish and maintain effective procurement controls, review mechanisms and internal compliance systems that support transparency, value for money and accountability.
• Supervise procurement processes and keep complete, accurate and properly maintained procurement records and documentation.
• Maintain an updated database of Project Financing Agreements and manage the collection, filing and record management of agreements received from relevant units and Partner Organizations.
• Support capacity building of Partner Organizations through procurement orientation, training and guidance so that community procurement follows donor and government guidelines.
• Coordinate with internal and external auditors on procurement matters and provide timely responses to audit queries, observations and recommendations, including supporting documentation.
• Monitor procurement compliance and identify potential risks, delays and gaps, and recommend appropriate corrective actions.
• Provide logistic support to the PMU, including coordination of official travel, boarding, lodging, meetings and related logistical arrangements.
• Maintain effective working relationships with Partner Organizations, suppliers, service providers, Government entities, donors and other stakeholders.
• Perform any other procurement and administrative duties assigned by the Project Director.
• Provide strong administrative support to the program team.

• The position is offered on a contract basis at grade PPS-10.
• The position is based in Islamabad.
