Job Overview

This position sits within the Project Management Unit (PMU) in Astore, operating under the Ministry of Federal Education and Professional Training.

The role combines administrative oversight with project monitoring duties, supporting the Project Director in day-to-day operations and ensuring project activities align with ministry objectives.

The specialist will handle procurement of non-scheduled items in line with PPRA rules, manage budgets and expenditure, and coordinate with internal and external auditors.

A significant part of the work involves preparing reports, reconciling monthly expenditure, and maintaining accounts and work plans.

Monitoring project phases and generating fortnightly reports are core responsibilities, along with conducting in-depth interviews with stakeholders and beneficiaries to support Monitoring & Evaluation activities.

The role requires close coordination with the Project Director, MOFEPT, and PSC to address administrative issues as they arise.

Eligibility and Qualification

Candidates must meet the following criteria

  • MBA (Project Management), MBA (Finance), EMBA (Project Management), EMBA (Finance), or Master of Business Administration (MBA)
  • 10 years of proven experience in relevant fields
  • Maximum age limit: 62 years
  • Domicile quota: Open

Responsibilities

  • Provide administrative support to the Project Director
  • Address administrative issues identified by PD/MOFEPT/PSC or during project implementation
  • Assist Research Associate in conducting and implementing MES activities
  • Conduct in-depth interviews with stakeholders and beneficiaries
  • Monitor project phases and generate fortnightly reports
  • Assist in procurement of all non-scheduled items of the programme
  • Devise and execute procurement mechanisms in accordance with PPRA and relevant FR/TRs
  • Maintain procurement records and ensure proper delivery of procured items
  • Prepare and submit budget (NIS/BO), monitor monthly expenditure, conduct internal audit, and coordinate with external auditor
  • Reconcile monthly expenditure, verify claims, prepare bills for pre-audit and payment authorization
