Job Overview
This position sits within the Project Management Unit (PMU) for the Sharda Neelum project in Azad Jammu & Kashmir, operating under the Ministry of Federal Education and Professional Training.
The role combines administrative oversight with active monitoring of project phases, ensuring that activities align with the objectives of the Ministry and the Project Director.
The specialist will provide direct administrative support to the Project Director, addressing administrative issues identified by the PD, MOFEPT, or the Project Steering Committee.
A key part of the work involves assisting the Research Associate in conducting and implementing MES (Monitoring and Evaluation) activities, including in-depth interviews with stakeholders and beneficiaries.
The role also requires generating fortnightly reports on project progress.
A significant portion of the responsibilities centers on procurement and financial management.
The specialist will assist the PD in procuring all non-scheduled items of the programme, devising mechanisms for procurement in line with PPRA rules and relevant FR/TRs, and ensuring proper record-keeping and delivery of items.
This includes preparing budgets, monitoring monthly expenditure, conducting internal audits, and coordinating with external auditors on project expenditure.
Eligibility and Qualification
Candidates must meet the following eligibility criteria
- MBA Executive / Finance / Business Administration / Project Management
- MBA (Project Management), MBA (Finance), EMBA (Project Management), EMBA (Finance), or Master of Business Administration (MBA)
- 10 years of proven experience in the relevant fields
- Age limit: Maximum 62 years
- Domicile Quota: Open
Responsibilities
- Provide administrative support to the Project Director (PD)
- Address administrative issues identified by PD/MOFEPT/PSC or during project implementation
- Assist the Research Associate in conducting and implementing MES activities, including in-depth interviews with stakeholders and beneficiaries
- Monitor project phases and generate fortnightly reports
- Assist in procurement of all non-scheduled items of the Programme
- Devise and execute procurement mechanisms for non-scheduled items in accordance with PPRA and relevant FR/TRs
- Maintain procurement records and ensure proper delivery of procured items to designated institutions
- Prepare and submit budgets (NIS/BO), monitor monthly expenditure, conduct internal audits, and coordinate with external auditors
- Reconcile monthly expenditure, verify claims, prepare bills for pre-audit and authorization of payment
- Maintain Work Plan/Cash Plan and accounts records, and release funds from Finance/Planning
