This contract position sits within the Ministry of Planning, Development & Special Initiatives, the federal body responsible for Pakistan's development planning and the Public Sector Development Programme (PSDP).
The Advisor for Development Budget will provide expert advice on the formulation and implementation of development budget policies, directly influencing how public funds are allocated and spent on development projects.
The role is central to the budget cycle.
You will review and analyze PSDP proposals submitted by Ministries and Divisions, evaluate budget estimates, project costs, financing plans, and resource requirements, and monitor how PSDP allocations are utilized.
Identifying implementation bottlenecks and coordinating with the Finance Division on budget ceilings, releases, and supplementary grants are also key.
The work involves reviewing PC-I through PC-V documents from a financial perspective, developing budget forecasting models, and preparing policy briefs, Cabinet summaries, and presentations.
Beyond analysis, the Advisor will support Public Investment Management (PIM) reforms, conduct financial analysis and value-for-money reviews of major projects, and help develop guidelines, manuals, and SOPs for development budgeting.
The role also requires coordination with federal and provincial governments, development partners, and international financial institutions.
This is a senior advisory position for someone with deep expertise in public finance and development economics.
Eligibility and Qualification
Candidates must meet the following eligibility criteria
- 16 years of education (Master's or Bachelor's degree) in Economics, Public Finance, Development Economics, Public Policy, Business Administration (Finance), or a related discipline from a university recognized by the Higher Education Commission (HEC).
- A wide range of specific degrees are accepted, including but not limited to BS Economics, MSc Economics, MA Economics, MBA (Finance), MPhil Economics, MS Finance, and related qualifications in public policy, governance, and accounting.
- At least 15 years of relevant experience.
- Maximum age limit is 62 years.
Responsibilities
- Advise the Ministry on the formulation and implementation of development budget policies.
- Review and analyze PSDP proposals submitted by Ministries/Divisions.
- Evaluate budget estimates, project costs, financing plans, and resource requirements.
- Monitor utilization of PSDP allocations and identify implementation bottlenecks.
- Coordinate with the Finance Division regarding budget ceilings, releases, and supplementary grants.
- Review PC-I, PC-II, PC-III, PC-IV, and PC-V documents from a financial and budgetary perspective.
- Develop budget forecasting models and expenditure projections.
- Prepare policy briefs, Cabinet summaries, and presentations on development budgeting.
- Advise on fiscal sustainability and prioritization of development projects.
- Coordinate with Federal Ministries, Provincial Governments, development partners, and international financial institutions on budget-related matters.
