Job Overview
This contract position sits within the Finance Division, the arm of the Government of Pakistan responsible for national financial management and policy.
The role is central to the government's push to route disbursements and collections through Raast, the State Bank's instant payment system.
You will be the authority ensuring every Raast-enabled government payment complies with SBP regulations, public finance rules, and treasury regulations, while also meeting internal and external audit requirements.
Day to day, you will define and validate reconciliation, clearing, and settlement models for Raast transactions, and support the integration of government entities with AGPR and provincial Accountant General offices.
You will monitor transaction flows, spot discrepancies, and recommend corrective actions.
You will also build financial control frameworks, segregation of duties, and audit trails, and act as the primary contact for audit and compliance matters with SBP, AGPR, and external auditors.
Beyond compliance, you will advise technical teams, solution architects, and business analysts so that financial controls are embedded in solution designs from the start.
You will prepare reports, dashboards, and compliance documentation for governance and decision-making.
This is a senior, hands-on role for someone who understands both the regulatory side and the operational reality of large-scale digital payments.
Eligibility and Qualification
Candidates must meet the following educational and experience requirements
- Minimum Master's degree in Finance, Accounting, Business Administration, Chartered Accountancy/ACCA, or a related discipline.
- 8–10 years of professional experience in financial operations, compliance, or treasury management, ideally in government or banking sectors.
- Strong understanding of treasury operations, payment settlements, and public sector financial controls.
- Experience in designing financial control frameworks and reconciliation processes for large-scale payment systems.
- Age limit: Max 62 years.
Responsibilities
- Ensure all government payments, including disbursements and collections using Raast, comply with SBP regulations, public finance rules, and audit requirements.
- Maintain understanding of evolving regulatory requirements and provide guidance to government entities and implementing teams.
- Conduct periodic compliance reviews and risk assessments for government payment integrations.
- Define and validate reconciliation, clearing, and settlement models for Raast-enabled transactions.
- Support integration of government entities with AGPR and provincial Accountant General offices for accurate posting, settlement, and reporting.
- Monitor transaction flows, identify discrepancies, and recommend corrective actions.
- Develop, implement, and monitor financial control frameworks, ensuring segregation of duties and internal controls.
- Establish reporting and audit trails for operational transparency and governance.
- Identify and mitigate operational and financial risks in large-scale digital payments.
- Serve as primary point of contact for audit and compliance matters with government entities, SBP, AGPR, and external auditors.
