Job Overview

The Punjab Masstransit Authority (PMA) is hiring a Deputy Director IT for the Pakistan Metro Bus System (PMBS) in Rawalpindi.

This is a contract position within the Operations Wing, reporting to the PMA Head Office.

The role is central to keeping the metro bus IT backbone running—covering AFC-BSS (automated fare collection and bus scheduling systems), CCTV networks, and related infrastructure across Islamabad and Rawalpindi operations.

You will manage IT service contracts, oversee vendor performance against SLAs, and drive procurement of IT goods and services in line with PPRA rules and PMA policies.

The job also involves coordinating with PITB on software development, responding to audit observations from the Auditor General’s office, and handling legal matters related to IT contracts.

You will supervise IT staff at PMBS locations, enforce IT policies and SOPs, and ensure all systems align with government IT governance frameworks.

This is a hands-on managerial role for someone who understands both the technical side of large-scale IT deployments and the procedural side of public-sector procurement and compliance.

You will be the key link between PMBS operations, PMA Head Office, PITB, and external vendors.

Eligibility and Qualification

Candidates must meet the following eligibility criteria

  • Bachelor’s/Master’s degree in Information Technology, Computer Sciences, or Computer Engineering (16 years of education from an HEC-recognized institute).
  • MS/M-Phil (18 years) or Masters/Bachelors (Hons) (16 years) with 8 years of relevant experience.
  • 8 years of experience in IT infrastructure deployment in large-scale organizations.
  • Strong knowledge of preparing IT contract documents, technical specifications, and RFPs in accordance with government planning and procurement procedures (preferred).
  • Age: 25 to 45 years. Both genders are eligible.
  • Domicile is required for this position.

Responsibilities

  • Contract management of IT services for PMBS, including AFC-BSS, CCTV, and other IT infrastructure agreements for Islamabad and Rawalpindi operations, ensuring contractual compliance and timely service delivery.
  • Monitor and evaluate IT service performance through periodic reviews of vendor SLAs, monthly invoices, and operational reports related to AFC-BSS and associated CCTV and IT systems.
  • Prepare RFPs for AFC-BSS, CCTV, and other IT-related contracts in line with PPRA rules and PMA procurement policies.
  • Review and evaluate bids to ensure transparency, fairness, and compliance with procurement guidelines.
  • Manage end-to-end procurement processes including vendor selection, contract execution, and documentation, ensuring all activities meet operational needs, budget limits, and uphold transparency and value for money.
  • Coordinate with the PITB development team for AFC-BSS software development, system integrations, and other IT-related development initiatives to ensure alignment with PMBS operational requirements.
  • Coordinate with the Auditor General’s office for IS audits, respond to audit observations, and ensure timely settlement of IT-related audit paras.
  • Coordinate with the Legal Section and relevant stakeholders on all legal matters, cases, and contractual disputes pertaining to AFC-BSS, CCTV systems, and other IT infrastructure, ensuring accurate documentation and technical representation.
  • Enforce IT policies, standard operating procedures (SOPs), and documentation protocols in line with PMA and government IT governance frameworks.
  • Supervise and provide technical direction and administrative oversight to IT staff assigned at PMBS locations, ensuring task alignment and operational efficiency.
