Job Overview

The Deputy Program Director (WASA Coordination) is a senior role within the Punjab Municipal Development Fund Company (PMDFC), working on the Punjab Intermediate Cities Improvement Program (PICP).

The position focuses on coordinating with WASA cities including Chakwal, Kasur, Chiniot, Mandi Bahauddin, Pakpattan, and Rajanpur to identify needs and share progress.

The role reports to the Program Director and assists in implementing infrastructure projects under PICP, ensuring timely completion and compliance with loan agreements.

The job involves providing technical leadership in planning, design, and implementation of water supply, sewerage, and drainage projects.

The Deputy Program Director will review project proposals, PC-1s, feasibility studies, and engineering designs, and monitor subprojects to ensure compliance with approved designs, quality standards, and environmental safeguards.

The role also includes developing strategic plans and policies for sustainable urban services, preparing technical reports, and advising on climate-resilient practices.

Coordination with government agencies for land acquisition and with consultants engaged in PICP activities is a key part of the role.

The position also facilitates World Bank mission activities and reviews consultant invoices for payment.

Eligibility and Qualification

Candidates must meet the following eligibility criteria

  • BE/BSc in Civil Engineering from a recognized university; a higher degree is preferred.
  • Minimum 15 years of post-qualification experience in a relevant field, preferably on donor-funded projects.
  • At least 10 years of experience in similar projects, including 5 years in project management.
  • Knowledge of World Bank procedures is an added advantage.
  • Must be a member of the Pakistan Engineering Council (PEC).
  • Maximum age limit is 65 years.
  • Domicile is required for this position.

Responsibilities

  • Report to the Program Director and assist in devising priority plans to achieve PICP targets for WASA cities.
  • Coordinate with WASA cities to identify city needs and share progress at various forums.
  • Assist the Program Director in implementing infrastructure projects under PICP.
  • Resolve technical and non-technical issues, and manage project planning for timely completion of subprojects.
  • Ensure compliance with rules and regulations as per the loan agreement.
  • Facilitate identification and acquisition of land for PICP projects in coordination with government agencies.
  • Coordinate with consultants engaged in PICP activities for their respective cities.
  • Facilitate World Bank mission activities.
  • Provide technical leadership in planning, design, and implementation of water supply, sewerage, and drainage projects.
  • Review and evaluate project proposals, PC-1s, feasibility studies, and engineering designs.
