The Pakistan Software Export Board (PSEB) is looking for a Director Infrastructure to lead its national infrastructure program. This includes developing new Software Technology Parks, IT Parks, BPO Centers, and Centers of Excellence over Pakistan.
you’ll also handle the current network of STPs, the e-Rozgaar Centers plan, and Figures Node connectivity operations. The Director Infrastructure will manage the operational readiness of the Islamabad IT Park. This covers facility management setup, operational frameworks, and ongoing operations and maintenance.

This position suits an experienced civil or electrical engineer with a track record in large-scale infrastructure projects. You’ll function with federal and provincial ministries, the Planning Commission, and development partners.

Qualification
Applicants want a minimum 16 years of education in Civil, Electrical, Mechanical, or Architectural Engineering from an HEC-recognized institution. PEC registration is preferred. Higher qualifications in Engineering Management or Task Management and PMP certification are added edges.
- Minimum 16 years of education in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architectural Engineering, or Architecture from an HEC-recognized university.
- PEC registration preferred; applicants eligible for registration may also apply.
- Higher qualifications in Engineering Management or Project Management and PMP certification are advantageous.
- Minimum 10 years of post-qualification related experience in large-scale infrastructure development, construction management, or facility operations.
- Demonstrated experience in construction and operations of large-scale building complexes, IT Parks, commercial towers, or alike facilities.
- Experience in targeted planning and management of high-value civil engineering or infrastructure projects, especially in the public sector.
- Approximately 3 years of experience in venture or scheme management involving stakeholder coordination and regulatory approvals.
- Exposure to facility O&M functions, MEP systems, HVAC, fire and life safety systems, building management systems (BMS), and vendor management.
Role Responsibilities
- Lead the establishment and operationalization of Software Technology Parks, IT Parks, BPO Centers, and Centers of Excellence throughout Pakistan.
- Make sure task milestones are achieved in approved timelines and budgets, under PPP or government/multilateral funding.
- Supervise procurement, tendering, consultant engagement, and construction for the Karachi IT Park Project in collaboration with Korean stakeholders.
- Arrange venture proposals per field needs and government procedures, and pursue approvals from competent forums.
- Act as Task Director for the e-Rozgaar Centers plan, coordinating with the Ministry of Federal Education, provincial governments, and partner institutions.
- Supervise management and performance monitoring of operational STPs to ensure uninterrupted support and improved occupancy.
- Give planned oversight for the operational readiness of Islamabad IT Park, including facility management setup and O&M.
- Create and put in place annual O&M blueprints and budgets for civil, electrical, mechanical, HVAC, fire-fighting, power backup, and IT/network infrastructure.
