Job Overview
The Director – Legal and Regulatory Affairs will lead the legal function at the Pakistan Digital Authority (PDA), a government body tasked with advancing the country's digital agenda.
This role sits at the heart of the Authority's operations, ensuring that its policies, contracts, and regulatory instruments are legally sound and aligned with national laws and governance frameworks.
The Director will provide strategic legal advice to management and business units, oversee contract management and litigation, and drive compliance and corporate governance across the Authority.
The position also involves liaising with government ministries, regulators, courts, and external counsel, and leading the Legal Directorate to uphold professional excellence.
This is a senior leadership post for a seasoned legal professional who can manage complex legal risks and support the Authority's statutory mandate in a fast-evolving digital landscape.
Eligibility and Qualification
Candidates must meet the following eligibility criteria
- LLB/LLM or JD degree from a recognized institution.
- Active Bar membership is required.
- Professional certifications or specialized training in corporate governance, arbitration, procurement law, or regulatory law will be an added advantage.
- Minimum 10 years of progressively responsible professional experience in legal practice, corporate law, commercial law, regulatory law, and public sector legal affairs.
- Demonstrated experience in drafting and negotiating complex contracts, legal opinions, policies, and regulatory instruments.
- Experience in litigation management, dispute resolution, and legal risk management.
- Experience working with government organizations, regulatory authorities, autonomous bodies, international organizations, or large corporate entities will be preferred.
- Proven experience leading legal teams and managing complex legal matters.
- Age limit: Max 65 years.
Responsibilities
- Provide legal advice to management and business units on statutory functions, regulatory powers, contracts, procurement, employment, and administrative matters.
- Review and legally vet policies, regulations, rules, guidelines, contracts, memoranda of understanding, and other legal instruments before approval or issuance.
- Support the development and interpretation of legislation, regulatory frameworks, and legal opinions relevant to the Authority's mandate.
- Oversee the drafting, review, negotiation, and administration of contracts, agreements, and other legal documents.
- Ensure contractual arrangements adequately protect the Authority's legal and commercial interests.
- Maintain effective legal documentation, contract repositories, and legal records.
- Manage litigation, arbitration, dispute resolution, and legal proceedings involving the Authority.
- Coordinate with external legal counsel and monitor legal cases to ensure timely and effective representation.
- Identify legal risks arising from the Authority's operations and recommend appropriate mitigation measures.
- Support the implementation of corporate governance frameworks and ensure compliance with applicable laws, regulations, and internal policies.
