The Planning & Development Department, Government of the Punjab, is looking for an Environment and Social Safeguard Specialist to join its Climate Finance Unit.
The specialist will be responsible for ensuring that environmental and social considerations are embedded in climate and carbon finance projects from the earliest stages.
Working within the Climate Finance Unit, the role focuses on developing and implementing environmental and social management systems and frameworks.
The position also involves monitoring and evaluation to validate environmental and social compliance throughout the project cycle.
The will have a strong background in environmental science or a related field, combined with substantial experience in donor-funded projects.
This is a senior role that requires both technical expertise and the ability to engage with financial institutions and mobilize resources for climate-related initiatives.
Eligibility and Qualification
Candidates must meet the following eligibility criteria
- A minimum of a Master's degree in Environmental Sciences, Environmental Engineering, Anthropology, Environmental Health, or Occupational Health and Safety, with a strong emphasis on climate finance or green investments.
- At least 7 years of relevant experience in developing social and environmental management systems/frameworks for donor-funded projects, particularly with the World Bank, Asian Development Bank, and Green Climate Fund.
- Demonstrated experience in developing financial instruments, engaging with financial institutions, and mobilizing resources for environmental or climate-related projects.
- Age: 30 to 50 years. Gender: Both.
- Domicile is required for this position.
Responsibilities
- Develop ESMS and/or ESMF for funding proposals.
- Develop Gender Action Plans and integrate gender and social inclusion requirements into project funding proposals.
- Develop stakeholder engagement plans and frameworks, ensuring timely engagement for carbon credits and climate and carbon finance projects.
- Develop E&S instruments as per the requirements of financing agencies.
- Ensure monitoring and evaluation to validate E&S compliance throughout the carbon cycle of the project.
- Ensure environment and social considerations are integrated in project feasibility reports and PC-Is, and at the project identification stage.
