Job Overview

The Planning & Development Department, through its Climate Finance Unit (CFU) in Punjab, is looking for an Environmental Legal Expert to strengthen the province's legal and regulatory foundation for climate finance and carbon markets.

The expert will review existing environmental and climate-related laws in Punjab, identify gaps that hinder climate finance access, and recommend harmonization with Pakistan's commitments under the Paris Agreement, Nationally Determined Contributions, and National Adaptation Plan.

The role also involves supporting the Provincial Carbon Market Framework, providing legal clearance for agreements and financing arrangements, and advising on safeguards and compliance with international climate fund standards.

Working closely with federal entities, EPA, PDMA, Agriculture, Energy, and other departments, the expert will facilitate legal assessments for climate-related PC-I and PC-II proposals, prepare legal briefs for climate finance institutions, and contribute to stakeholder consultations and training materials on climate governance.

Eligibility and Qualification

Candidates must meet the following requirements

  • Masters/Bachelors (Hons) (16 years of education) in Law
  • Minimum 10 years of experience in Environmental Law
  • Preference for candidates with focus on climate change, environmental policy, or sustainable development
  • Specialised knowledge and expertise in laws about climate change issues preferred
  • Experience with climate policies, carbon markets, or donor-funded programs is an advantage
  • Age: 35 to 60 years
  • Gender: Both
  • Domicile is required for this position

Responsibilities

  • Review existing environmental and climate-related laws, policies, and regulations in Punjab and identify gaps affecting climate finance access and carbon market participation
  • Prepare legal assessments and provide recommendations for harmonizing provincial regulations with Pakistan's commitments under the Paris Agreement, Nationally Determined Contributions, and National Adaptation Plan
  • Support development of the Provincial Carbon Market Framework, including eligibility rules, institutional roles, verification pathways, and legal procedures for registration of carbon projects
  • Provide legal review and clearance support for project agreements, MoUs, financing arrangements, and partnership frameworks developed under CFU
  • Advise on safeguards-related legal requirements and ensure alignment with national environmental regulations and international climate fund standards
  • Facilitate legal assessments for climate-related PC-I and PC-II proposals, ensuring compliance with required policies and procedures
  • Support coordination with federal entities, EPA, PDMA, Agriculture, Energy, and other departments on legal obligations related to climate finance and carbon markets
  • Provide legal inputs for stakeholder consultations, guidelines, training materials, and awareness sessions related to climate governance
  • Prepare legal briefs, summaries, and documentation required for submission to climate finance institutions and P&D leadership
