Job Overview

The Finance and Investment Specialist will be a key member of the Climate Finance Unit (CFU) within the Planning & Development Board, Government of Punjab.

The role is central to identifying, developing, and managing financial strategies and investment opportunities that support climate action projects across Punjab.

The specialist will work to secure funding from international climate funds, private sector investors, and public-private partnerships, ensuring that climate initiatives in the province are financially viable and aligned with global standards.

Day-to-day, the specialist will assess potential climate finance avenues, guide departments in structuring projects with sound financial models, and develop financing strategies for both mitigation and adaptation projects.

This includes working with grants, concessional loans, guarantees, blended finance, and PPP models.

The role also involves reviewing PC-I and PC-II proposals for financial viability, preparing financial sections of climate proposals, and collaborating with the Climate/Data Specialist to integrate climate risks and carbon credit potential into financial models.

The specialist will report to the Head of CFU and provide periodic financial progress reports and investment updates to P&D leadership.

This is a senior, contract-based position that requires a blend of financial expertise and a deep understanding of climate finance mechanisms.

Eligibility and Qualification

Candidates must meet the following eligibility criteria

  • A minimum of a Master's degree in Finance, Economics, or Environmental Finance, with emphasis on climate finance or green investments. Financial analysts with CFA, ACCA, or CA will also be considered.
  • At least 10 years of relevant experience in financial analysis, investment banking, or financial product development, with substantial exposure to climate finance or environmental projects.
  • Demonstrated experience in developing financial instruments, engaging with financial institutions, and mobilizing resources for environmental or climate-related projects.
  • Age: 35 to 50 years. Gender: Both.
  • Domicile is required for this position.

Responsibilities

  • Identify and assess potential climate finance avenues including GCF, GEF, Adaptation Fund, MDB climate windows and bilateral financing programs.
  • Guide departments in structuring climate projects with clear financial models, cost-benefit analysis and investment justification.
  • Develop financing strategies for mitigation and adaptation projects, including grants, concessional loans, guarantees, blended finance and PPP models.
  • Review PC-I and PC-II proposals for financial viability and ensure alignment with international climate finance requirements.
  • Support preparation of financial sections of climate proposals including budget plans, co-financing structures, disbursement schedules and expected returns.
  • Work with the Climate/Data Specialist to ensure financial models reflect climate risks, MRV requirements and carbon credit potential.
  • Provide periodic financial progress reports, investment updates and recommendations to the Head of CFU and P&D leadership.
  • Identify and evaluate potential sources of finance, including international funds, private sector investments, and public-private partnerships, to support climate action projects in Punjab.
  • Provide expert financial analysis and advice to the CFU and project teams.
