Job Overview

The Planning & Development Board, Punjab, is establishing a dedicated Climate Finance Unit (CFU) to channel international and domestic climate investment into provincial development priorities.

As Head of this unit, you will be responsible for building the unit from the ground up, setting its strategic direction, and ensuring it becomes a self-sustaining hub for climate finance expertise within the government.

Your primary mandate is to embed climate finance into the province's core planning instruments, including the Annual Development Programme (ADP) and Public Sector Development Projects (PSDP).

You will lead the identification and preparation of bankable climate projects—spanning renewable energy, electric mobility, waste management, afforestation, and climate-smart agriculture—and guide them through financing from global climate funds such as the Green Climate Fund (GCF) and the Global Environment Facility (GEF).

Beyond project development, you will oversee the creation of the Provincial Carbon Market Framework, including baselines, MRV systems, and verification processes, and support the establishment of a Provincial Carbon Registry.

You will also advise the P&D Board and line departments on climate finance integration in project formulation (PC-I, PC-II), and help develop policies for green budgeting and climate tagging of public investments.

The role requires close coordination with national and international development partners, as well as private sector stakeholders, to mobilize co-financing and technical assistance.

Eligibility and Qualification

Candidates must meet the following eligibility criteria

  • Masters or Bachelors (Hons) degree (16 years of education) in Economics, Environmental Engineering/Sciences, Finance, Public Policy, or Climate Finance.
  • At least 12 years of progressively responsible professional experience in climate finance, green or sustainable investment, public sector finance, project/portfolio investment, or related fields.
  • Proven experience in developing and registering projects under international mechanisms such as CDM, VCS, Gold Standard, or Article 6 frameworks of the Paris Agreement is preferred.
  • Demonstrated understanding of Measurement, Reporting & Verification (MRV) systems, baseline setting, and credit issuance processes.
  • Knowledge of donor/multilateral climate funds (e.g., Green Climate Fund, Global Environment Facility) and climate-fund architecture.
  • Leadership experience in overseeing teams, multi-stakeholder coordination, strategic planning, budgeting, and performance monitoring.
  • A strong quantitative/analytical background with comfort in financial modelling, cost-benefit or climate risk assessment, and project investment appraisal is desirable.
  • Additional credentials or certification in climate finance, green bonds, carbon markets, or climate adaptation/mitigation finance architecture are preferred.
  • Specializations in ESG (Environmental, Social, Governance), Risk Analytics, Green Bonds, or Energy Transition Finance are preferred.
  • Age: 35 to 50 years. Gender: Both.

Responsibilities

  • Establish and operationalize the Climate Finance Unit within the Planning & Development Board.
  • Provide strategic guidance on integrating climate finance into the Annual Development Programme (ADP) and Public Sector Development Projects (PSDP).
  • Supervise CFU staff and approve climate finance pipelines.
  • Coordinate with line departments, development partners, and private sector stakeholders for mobilizing climate investment.
  • Identify and develop bankable climate projects (e.g., renewable energy, electric mobility, waste management, afforestation, climate-smart agriculture) for financing through international climate funds (e.g., GCF, GEF, Adaptation Fund) and private sector investors.
  • Facilitate access to global and domestic climate finance windows and ensure alignment with Punjab's budgetary processes.
  • Oversee development of the Provincial Carbon Market Framework, including baselines, MRV systems, verification processes, and pathways for participation in voluntary and Article 6 markets.
  • Guide the establishment of the Provincial Carbon Registry and ensure departments follow standard eligibility and reporting procedures for carbon projects.
  • Advise the P&D Board and line departments on climate finance integration within development planning and project formulation (PC-I, PC-II, etc.).
  • Support the development of provincial policies, guidelines, and procedures for green budgeting and climate tagging of public investments.
