Job Description

MOITT—the Ministry of Information Technology and Telecommunication—is hiring a Manager Finance & Procurement — The job is located in Islamabad. You’ll be at the core of financial and procurement operations, backing infrastructure projects, startup funding, competencies training, and central AI policy work.

Accountability, transparency, and compliance in public spending aren’t optional. You’ll prepare, evaluate, and oversee project budgets alongside technical teams. And you’ll provide precise financial reports—monthly and quarterly expenditure reports—on time, every time.

A large section of the role: tracking how funds are used throughout venture components—Innovation, Expertise, Seed Funding, and AICU. You’ll workflow payments to vendors, grantees, training partners, and consultants, but only after you’ve checked all documentation and approvals.

You’ll also monitor assignment accounts, reconcile statements, and put together the annual budget—including NIS and punching the Indicated Budget Ceiling with the Ministry of Finance. On the procurement side, you’ll grow schemes that line up with task timelines and budget ceilings, and form certain all goods, offerings, and performs procurement follows PPRA rules.

Qualification

A Master’s in Finance, Accounting, Enterprise Administration, Economics, or a related field from an HEC-recognized university is needed. Preference goes to ACCA participants, CA qualified professionals, or those trained in public procurement—PPRA, Planet Bank, or donor agency guidelines.

  • Master’s degree in Finance, Accounting, Business Administration, Economics, or a related field from an HEC-recognized university.
  • ACCA Participant or CA Qualified preferred.
  • Certified or trained in public procurement (PPRA, Globe Bank, or donor agency procurement guidelines) preferred.
  • Minimum 5–7 years of related experience, with at least 2 years in a managerial or supervisory role in financial management and procurement inside government projects, donor-funded programs, or large-scale development initiatives.
  • Demonstrated experience in budget planning, financial reporting, and fund management in compliance with government or donor regulations.
  • Handling procurement procedures including tendering, bid evaluation, contract management, and compliance with PPRA rules or international procurement frameworks (Planet Bank, ADB, etc.).
  • Getting ready and keeping up financial statements, audit documentation, and procurement records.
  • Liaising with external auditors, vendors, suppliers, and internal venture teams.

Role Responsibilities

  • Enable smooth financial and procurement operations to back infrastructure development, startup funding, abilities training, and centralized AI policy efforts.
  • Make sure accountability, transparency, and compliance in public asset use.
  • Prepare, assess, and run project budgets in coordination with technical teams.
  • Guarantee timely and accurate financial reporting, covering monthly and quarterly expenditure reports.
  • Track fund apply over task components (Innovation, Competencies, Seed Funding, AICU).
  • Procedure payments to vendors, grantees, training partners, and consultants after verifying documentation and approvals.
  • Monitor assignment account, reconcile statements, and arrange annual budget including NIS and punching of Indicated Budget Ceiling with Ministry Finance.
  • Build procurement blueprints lined up with venture timelines and budget ceilings, making sure compliance with PPRA rules.
