Job Description
The Ministry of Information Technology and Telecommunication (MOITT) invites applications for the position of Director Internet Governance on a contract basis under the SPPS-II scale.
This role is central to shaping Pakistan's national internet governance approach and representing the country in important international forums such as ICANN, IGF, and APNIC. The Director will lead policy formulation, capacity building, and multi-stakeholder coordination to confirm a secure, steady, and inclusive internet lined up with national priorities.
This position is perfect for senior professionals with deep expertise in internet policy, telecommunications, or international relations who have a powerful record in developing national frameworks and engaging in global governance dialogues. The appointment is initially for two years, extendable based on performance.
Salary & Compensation
Estimated market salary: PKR 25,000 – 60,000 per month.
Qualification
Applicants must grip a Masters degree or equivalent in a relevant field such as Computer Science, Information Technology, International Relations, Business Administration, Management Science, Law, or Telecommunications.
A minimum of 10 years of skilled experience in internet policy, internet governance, telecommunications, or relevant international/regional forums is called for.
- Masters or equivalent in ICT, International Relations, Enterprise Administration, Management Science, Law, or Telecommunications.
- Minimum 10 years of professional experience in internet policy, internet governance, or telecommunications.
- Experience in developing national internet governance policy frameworks.
- Experience representing national interests in global IG forums (ICANN, IGF, APNIC, etc.).
- Experience leading internet governance capacity-building efforts.
- Experience coordinating multi-stakeholder engagement in IG.
- Experience researching new IG movements and policy matters.
Role Responsibilities
- Lead formulation and execution of Pakistan's national plan and policies related to Internet Governance.
- Cater to as main focal aspect and lead representative for Pakistan in international IG forums (IGF, ICANN, APNIC, APRIGF).
- Build and manage finalize capacity building programs for government, academia, civil society, and personal sector.
- Aids coordination among national stakeholders covering government, telecom operators, ISPs, civil society, and academia.
- Run research and analysis of global and regional IG developments and give specialist tips to the Ministry.
- Advocate for Pakistan's positions on critical IG issues to boost a safe, secure, and inclusive internet.
- Perform tasks assigned by the Participant Digital & Rising Tech.

Additional Information
- The position is on contract basis under SPPS-II scale as per SPPS Policy 2024.
- Initial contract is for two years, extendable for another two years subject to satisfactory performance.

- Contract can be terminated with one month's spot or payment of one month's basic pay.
- A Scrutiny Committee headed by Additional Secretary MoITT will evaluate submissions.
- Picking Committee will advise a panel of candidates for approval by the Federal Minister.
- The role is based in Islamabad, Pakistan.
