Job Description
The Executive Director – People & Culture will supply targeted leadership for human capital and organizational development at the Pakistan Digital Authority (PDA). This role is central to implementing the Authority's mandate under the Pakistan Digital Authority Act and the Digital Nation Pakistan structure.
The incumbent will build and execute people strategies that create a high-performing, agile, inclusive, and values-driven organization. Important areas cover workforce strategy, talent management, organizational design, change management, and employee engagement.
The perform area reports to the Director General/CEO and advises senior management on planned workforce planning, succession planning, and organizational transformation. This position suits an experienced HR leader with a track record in public sector or substantial complicated institutions, set to drive institutional excellence and innovation.
The contract is set in Islamabad, with a deadline of July 31, 2026.
Salary & Compensation
Estimated marketplace salary: PKR 45,000 – 90,000 per month.
Qualification
Minimum Bachelor's degree in HR Management, Company Administration, Public Administration, Organizational Development, Organizational Psychology, Management Sciences, or related discipline from an HEC-recognized institution. Expert certifications such as SHRM-SCP, SPHR, CIPD Level 7, or CHRP preferred.
- Minimum 12 years of progressively responsible skilled experience in human tool management, organizational development, workforce approach, or people leadership.
- Demonstrated experience in leading organizational transformation, workforce planning, talent management, performance management, and institutional development initiatives.
- Experience in developing HR strategies, governance frameworks, and organizational policies in the public sector, regulatory authorities, international bodies, or big involved institutions preferred.
- Proven experience in advising senior executives and leading multidisciplinary teams.

Role Responsibilities
- Create and lead the rollout of the Authority's People & Culture Game plan matched with corporate strategy and statutory mandate.
- Advise the Director General/CEO and senior management on planned workforce planning, organizational design, succession planning, and transformation.
- Lead organization-wide initiatives in organizational design, restructuring, modify management, and institutional development.
- Manage recruitment, talent acquisition, onboarding, performance management, compensation, employee engagement, learning and development, and employee relations.
- Establish and supervise the HR governance system, making sure compliance with laws, regulations, and government policies.
- Champion an inclusive, ethical, and values-based organizational culture and lead employee engagement initiatives.
- Build collaborative relationships with government ministries, regulatory bodies, development partners, and other stakeholders on human capital matters.
- Represent the Authority on targeted HR and workforce transformation initiatives at national and international forums.
