Job Description
Quantum Valley Pakistan, a task under the Ministry of Defence, is hiring a Chief Admin & Coord Officer on a contract basis at grade PPS-11. The role is set in Islamabad and involves leading all administrative, security, transport, logistics, facilities, and office management functions.
The officer will grow and monitor policies, SOPs. Security frameworks, supervise physical security operations such as CCTV and access control, and oversee emergency preparedness and crisis management.
This position suits experienced professionals with a strong background in administration and security, especially retired officers from Armed Forces, Civil Services, Police, or Revenue Solutions. The operate field provides an chance to contribute to a planned defence-sector initiative.
Salary & Compensation
Estimated market salary: PKR 70,000 – 150,000 per month.
Qualification
Applicants must keep a Ph.D., Master's, or Bachelor's degree in Business Administration, Public Administration, Management, Human Reference Management, or a related field from a recognized institution. Preference is given to those with professional certifications like PMP, PRINCE2, NEBOSH, IOSH, or ISO Lead Auditor.
- Ph.D./Master's/Bachelor's in Business Administration, Public Administration, Management, HRM, or related field from a recognized institution.
- Expert certifications in administration, venture management, occupational health and safety, or grade management (PMP, PRINCE2, NEBOSH, IOSH, ISO Lead Auditor, or equivalent) preferred.
- Excellent communication, organizational, report writing, and decision-making skills.
- Minimum 15 years of progressive experience in administration, facilities, and security management.
- Proven record in security operations, danger assessments, crisis management, and compliance.
- Retired officers from Armed Forces, Civil Services, Police, or Revenue Offerings with substantial administrative and coordination experience very preferred.
- Experience in procurement, vendor management, and coordination with law enforcement and government agencies.

Role Responsibilities
- Lead and manage all administrative, security, transport, logistics, facilities, and office management functions.
- Build, carry out, and monitor administrative, security, and operational policies, procedures, and SOPs.
- Provide targeted oversight of physical security operations covering CCTV, access control, visitor management, and incident response.
- Establish enterprise security structure through hazard assessments, vulnerability analysis, contingency planning, and enterprise continuity measures.
- Scheme and oversee emergency preparedness programs, evacuation drills, crisis management, and occupational health and safety compliance.
- Lead investigations into security breaches, administrative irregularities, or operational incidents.
- Guarantee compliance with government regulations, labour laws, PPRA rules, safety standards, and internal governance policies.
- Supervise procurement of administrative goods and solutions, vendor picking, contract administration, and service-level compliance.
