Job Description
Quantum Valley Pakistan, a targeted initiative under the Ministry of Defence, is hiring a Chief Business and Strategy & Liaison Officer on a contract basis. This senior leadership role is set in Islamabad and carries the grade PPS-11.
The position is central to shaping and executing the organisation's corporate strategy, securing alignment with national priorities and driving business rise through innovation and commercialisation. The officer will lead partnerships with government, industry, and international agencies, acting as the leading liaison for planned engagements.
Responsibilities cover coordinating cross-functional and multi-agency projects, making sure policy and operational alignment, and providing targeted recommendations to senior leadership.
The perform field demands a expert with a strong record in planned planning, marketplace analysis, and business development, especially in PSDP-funded, donor-funded, or public-private partnership initiatives.
This is a high-impact role for experienced leaders who can handle involved stakeholder environments and deliver outcomes in a technology-driven, national-level context.
Salary & Compensation
Estimated market salary: PKR 70,000 – 150,000 per month.
Qualification
Applicants must hold a PhD or MS in Engineering, Management, Business Administration, Public Policy, International Relations, Finance, Strategy, or a related discipline from an HEC-recognized university. A strong grasp of business strategy, corporate planning, technology-driven business models, and stakeholder management is essential.
- PhD or MS in Engineering, Management, Business Administration, Public Policy, International Relations, Finance, Strategy, or related fields from an HEC-recognized university.
- Minimum 15 years of senior-level experience in business strategy, corporate planning, liaison, coordination, or plan management.
- Reliable record in targeted planning, marketplace analysis, business development, and managing interdepartmental, government, or international collaborations.
- Experience with PSDP-funded, donor-funded, or public-private partnership initiatives is extremely desirable.
- Powerful leadership, staff management, stakeholder engagement, communication, and negotiation abilities.
- Thorough understanding of technology-driven business models and planned communication.
- Age relaxation of 5 years as per general rules.
Role Responsibilities
- Create and put in place corporate strategy matched with organisational and national priorities.
- Drive business expansion, innovation, and commercialisation of key targeted initiatives.
- Lead and oversee partnerships with government, sector, and international agencies.
- Assist as the primary liaison for planned engagements and collaborations.
- Organize cross-functional and multi-agency projects to ensure policy, targeted, and operational alignment.
- Give routine updates, findings, and planned recommendations to senior leadership.
- Ensure targeted alignment of all projects with long-term aims.
