Job Description
Quantum Valley Pakistan, a technology initiative under the Ministry of Defence, is hiring a Contract Chief Legal Advisor to lead its legal and regulatory affairs. Set in Islamabad, this PPS-11 grade position centers on commercial contracts, cyber law compliance, and corporate governance.
The advisor will draft, evaluate, and negotiate agreements such as SaaS, NDAs, MoUs, and vendor contracts. Securing compliance with Pakistan's Prevention of Electronic Crimes Act (PECA) 2016, Electronic Transactions Ordinance (ETO) 2002, and international laws is a core duty.
The role also involves liaising with regulators such as PTA, MoITT, FIA Cyber Crime Wing, SECP, and STZA. This position suits a senior legal skilled with thorough expertise in technology law, fintech regulation, and public sector projects.
The advisor will represent the organization in arbitration and regulatory proceedings, run intellectual property, and conduct legal danger assessments. Familiarity with AI governance, blockchain regulation, and cloud compliance is a plus.
Candidates must hold an LLB or LLM from an HEC-recognized university; foreign qualifications (Bar-at-Law or LLM from UK, USA, EU) are preferred. Certification in Cyber Law, Records Protection, or IT Governance attaches merit.
Salary & Compensation
Estimated marketplace salary: PKR 50,000 – 100,000 per month.
Qualification
Applicants must have an LLB or LLM from an HEC-recognized university. Foreign qualifications (Bar-at-Law or LLM from UK, USA, EU) are preferred. Certification or brief courses in Cyber Law, Information Protection, or IT Governance will be an added benefit.

- Minimum 15 years of post-qualification experience in corporate, IT, and cyber law.
- Experience in technology-driven, SaaS, fintech, or government digital operate projects.
- Powerful command of corporate and cyber law frameworks in Pakistan.
- In-depth understanding of PECA 2016, NCSP, PSS, and records protection principles.
- Excellent drafting, negotiation, and contract management abilities.

Role Responsibilities
- Draft, examine, and negotiate commercial contracts (SaaS, NDAs, MoUs, vendor & client agreements).

- Provide legal advisory back on IT, cybersecurity, fintech, enterprise, and information privacy regulations.
- Liaise with PTA, MoITT, and relevant authorities for regulatory compliance.
- Represent the organization in legal, arbitration, and regulatory proceedings.
- Oversee intellectual property, trademarks, and licensing problems.
- Carry out legal hazard assessments for solutions and services.
- Organize with external and government legal counsel on national and international matters.
