Job Description
Quantum Valley Pakistan, a venture under the Ministry of Defence, is hiring a Finance & Operations Manager on a contract basis at grade PPS-9. This Islamabad-based role is central to managing the financial and operational aspects of the task.
The position involves preparing perform plans, cash schemes, and NIS statements, as well as quarterly fund demands to ensure timely allocation and release of funds. You’ll update monthly physical and financial progress on iPAS and arrange progress reports for assess meetings.
The role also covers handling financial matters for meetings, workshops. Seminars, processing payment requests and travel claims, and keeping up petty cash and general ledgers. Procurement support is a key task, such as tender documentation, bid dissemination, tabulation, and verification of goods and invoices.
Administrative tasks involve salary processing, financial record maintenance, and inventory management of expendable and non-expendable items. You’ll liaise with AGPR, Planning Commission, and Finance Division on venture financial matters.
This role suits experienced professionals with a background in project administration, financial management, and procurement, especially under PSDP or donor-funded projects.
Salary & Compensation
Estimated marketplace salary: PKR 150,000 – 250,000 per month.
Qualification
Candidates must hold an MS/BS in Finance, Accounting, Management, or MBA from an HEC-recognized university, or professional qualifications such as CA, ICMA, or ACCA (part-qualified or fully qualified). A powerful academic background in financial management, auditing, cost & management accounting, or firm administration is preferred.
- MS/BS in Finance, Accounting, Management, or MBA from an HEC-recognized university.
- OR professional qualifications such as CA, ICMA, ACCA (part-qualified or completely qualified).
- Reliable academic background in financial management, auditing, charge & management accounting, or business administration preferred.
- Minimum 10-12 years of related post-qualification experience in project administration, financial management, and procurement.
- Experience under PSDP or donor-funded projects preferred.
- Experience with UN/International agencies, government departments, or climate-/development-related ministries is an edge.
Role Responsibilities
- Get ready yearly work blueprint and cash scheme for task cells; make sure timely submission and approvals.
- Arrange and send in yearly NIS statements and quarterly fund demands for timely allocation and release of funds.
- Update monthly physical and financial progress on iPAS.
- Get ready Monthly, Quarterly, and Annual physical & financial progress reports for examine meetings.
- Handle all financial matters related to meetings, workshops, and seminars organized under the venture.
- Arrange payment requests, travel claims, and confirm finalize supporting documentation; coordinate with government/donor agencies for payment follow-ups.
- Uphold petty cash, update petty cash register, and keep up general ledger for task accounts.
- Support procurement processes including tender documentation, bid dissemination, bid tabulation, and verification of goods and invoices before initiating payment requests.
