Job Description
The Urban Unit, a research and planning organization for the Government of Punjab, is hiring a Senior Research Analyst Procurement for the Punjab Reasonable Housing Program (PAHP). This contract position involves managing procurement activities for a large-scale housing initiative.
The role is based in Lahore and reports to the Senior Specialist Procurement. The analyst will get ready procurement blueprints, draft bidding documents, evaluate proposals, and keep up procurement records.
This position suits professionals with a background in procurement, supply chain, or contract management who desire to contribute to a public-sector development plan. The Urban Unit performs on data-driven projects throughout Punjab, and this role presents exposure to donor-funded procurement regulations.
Salary & Compensation
Estimated marketplace salary: PKR 70,000 – 150,000 per month.
Qualification
Candidates must hold a Bachelor's degree (16 years) in business administration, finance, engineering, or a related field from an HEC-recognized university. A Master's degree (18 years) is preferred. Additional certifications in procurement, supply chain management, or contract management will be an advantage.

- Domicile of Punjab is needed.
Role Responsibilities
- Assist in getting ready and updating the Procurement Scheme for the Punjab Affordable Housing Scheme.
- Draft Request for Quotations (RFQ), Request for Proposals (RFP), bidding documents, contracts, and evaluation reports.
- Assist in drafting, reviewing, and monitoring contract agreements.
- Evaluate Expression of Interest (EOI) documents, quotations, bids, and technical/financial proposals.
- Uphold procurement files, update databases, and arrange called for reports.
- Guarantee procurement documentation complies with applicable regulations.
- Get ready minutes of meetings for Consultant Shortlisting Committee, Procurement Committee, and negotiations.
- Organize pre-bid conferences and bid opening procedures; transport out early scrutiny of bids.
