Job Overview
The Director Fiscal will be a senior technical role within the Finance Division, Government of Pakistan, focused on the analytical backbone of fiscal policy.
The position is central to preparing the federal budget and ensuring its execution aligns with revenue and expenditure targets.
Day-to-day work involves designing and updating revenue projections for the Federal Government, Provincial Governments, and the non-financial public sector.
The role also requires assessing budget execution against cash, commitments, and arrears, and working closely with revenue departments and the Budget Wing to recommend corrective measures.
A key contribution will be participating in fiscal policy sustainability analysis and developing the Budget Strategy Paper.
The Director will also analyze and forecast non-tax revenues, conduct fiscal risk analysis to support a comprehensive budget and MTFF/MTBF, and liaise with external bodies, think tanks, and universities to build a professional network.
The role includes providing guidance and technical support to team members.
Eligibility and Qualification
Candidates must meet the following criteria
- Master's degree in Economics or equivalent qualification in Economics from a university recognized by HEC or a reputable international institution.
- Higher qualifications and degrees from top-ranked foreign universities will be preferred.
- Minimum 10 years of experience in Economic Research, Macroeconomics, Public Finance, Development Economics, International Economics, and other fields of Planning and Development.
- Knowledge to establish and maintain an up-to-date database of major economic and policy variables for economic analysis and forecasting.
- Knowledge of measures used for management of the monetary and external sectors of the economy.
- Ability to conduct fiscal risk analysis to ensure a comprehensive budget/MTFF/MTBF is prepared and executed.
- Age limit: Max 62 years.
Responsibilities
- Revenue projection design and update for Federal Government, Provincial Governments, and the non-financial public sector.
- Assessment of budget execution and necessary corrective revenue measures in close cooperation with revenue departments/agencies.
- Participate in fiscal policy sustainability analysis.
- Analyze and forecast non-tax revenues.

- Develop the Budget Strategy Paper.
- Provide guidance, review, and technical help to all team members.
