Job Description

The Ministry of Information Technology and Telecommunication (MOITT) is hiring a Member Legal for its Legal Wing in Islamabad. This MP-I grade contract role involves drafting legislation, providing legal guidance to senior leadership, and representing the Ministry in courts.

The position is ideal for senior legal professionals with expertise in legislative drafting, IT/telecom law, and high-level government advisory. The selected applicant will lead legal policy, handle litigation, and arrange with international bodies like ITU and WTO.

Salary & Compensation

Estimated marketplace salary: PKR 50,000 – 100,000 per month.

Qualification

Applicants must grip a PhD in Law with 7 years experience or a Masters in Law with 9 years experience from HEC-recognized universities. Also, enrollment as an Advocate of a High Court with 5 years post-enrolment practice is called for.

  • PhD in Law from HEC-recognized university with 7 years related experience, OR Masters in Law with 9 years experience.
  • Enrolled as Advocate of a High Court with minimum 5 years post-enrolment legal practice.
  • Evidence-based experience in legislative drafting (Bills, Acts, Ordinances, Rules, Regulations).
  • Insight of Rules of Enterprise, Cabinet procedures, and inter-ministerial consultation.
  • Experience advising senior leadership (Secretary, Minister) on detailed legal matters.
  • Sound understanding of IT and telecom policy and regulatory system in Pakistan.
  • Proven experience in drafting, reviewing, and negotiating contracts and MoUs.
  • Excellent written and verbal communication abilities for national and international forums.

Role Responsibilities

  • Draft legislation covering bills, ordinances, rules, and regulations for the IT and telecom sector.
  • Provide legal expertise to senior officers on interpretation of statutes and policy framing.
  • Give legal opinions, draft court case comments, and represent the Ministry in courts.
  • Lead and oversee the Legal Wing with planned orientation to attain departmental objectives.
  • Advise on legal policy and regulatory affairs, and perform all essential legal activities.
  • Organize legal matters of bodies under the Ministry's administrative control.
  • Supply legal counseling on problems related to international institutions (ITU, WTO, etc.).
  • Assist workshops, seminars, and stakeholder consultations as needed.

Additional Information

  • The appointment is initially for 3 years, extendable by 2 years on performance evaluation.
  • Probation period is 3 months, during which termination can occur without observe.
  • Pay package is as per MP-I Scale under the Management Scales Policy.
  • Applicants must not have been dismissed or convicted for moral turpitude.
  • Selected applicant must retire from any current offering before joining.
  • The Member Legal is deemed a public servant under Pakistan Penal Code.
  • Contract can be terminated by one month's spot or pay in lieu.
