Partnerships / Innovation Analyst – Housing and Real Estate Sector is listed by Pakistan Digital Authority. The Pakistan Digital Authority (PDA) is looking for a Partnerships/Innovation Analyst to support private-sector engagement. Innovation setup development for the Quwat initiative and the Housing & Real Estate Sandbox.
This contract position, graded at G-7, is based in Islamabad. Focuses on mapping and maintaining a database of developers, PropTech firms, banks, escrow providers, REIT/fractional platforms, architects, urban planners, legal-tech firms, and construction-tech players.
The analyst will coordinate advisory panel meetings, working groups. Stakeholder workshops, and research local and global housing innovation models including verified marketplaces, escrow, digital title, e-conveyancing, rental platforms, REITs, and tokenized property pilots.
The function area also involves supporting the design of sandbox use cases. Private-sector onboarding criteria, preparing notion notes and partner briefs, tracking partner commitments, and maintaining a pipeline of startup/private-sector remedies.
This position suits professionals with a background in innovation, partnerships, startup ecosystems, real estate, fintech, PropTech, consulting, or policy research who are skilled in stakeholder engagement and research.
Salary & Compensation
Estimated market salary: PKR 100,000 – 150,000 per month.
Qualification
Candidates must hold a Bachelor's degree in project management, business, economics, figures analytics, computer science, or a related field. A PMP or similar certification is preferred.
Applicants want 3–5 years of background in innovation, partnerships, startup network, real estate, fintech, PropTech, consulting, or policy research, with at least 4 years of overall know-how.

- Ability to engage private-sector founders and senior stakeholders professionally.

Role Responsibilities
- Map and maintain a database of developers, PropTech firms, banks, escrow providers, REIT/fractional platforms, architects, urban planners, legal-tech firms, and construction-tech players.
- Coordinate advisory panel meetings, working groups, and stakeholder workshops.
- Research local and global housing innovation models, including verified marketplaces, escrow, digital title, e-conveyancing, rental platforms, REITs, and tokenized property pilots.
- Support design of sandbox use cases and private-sector onboarding criteria.
- Prepare short principle notes, partner briefs, and innovation opening papers.
- Track partner commitments, proposals, and follow-ups.
- Support communication between PDA shared solutions, private firms, and sector leadership.
- Maintain a pipeline of startup/private-sector answers relevant to Quwat.
