Senior Program Manager: Housing & Real Estate Sector is listed by Pakistan Digital Authority. The Pakistan Digital Authority (PDA) is looking for a Senior Program Manager to lead the day-to-day execution of the Housing & Real Estate sector blueprint.
This contract position, graded at BPS-10, is located in Islamabad and involves coordinating with multiple government and private stakeholders. The role focuses on converting the sector plan into a functioning rollout strategy.. Running weekly sprint reviews.. And tracking progress throughout various workstreams such as PPI/DPI dependency..
Authority coordination.. Pilot design, which is why developer onboarding.. Escrow/finance discussions, which is why and citizen process design. You’ll keep up delivery dangers, matters, dependencies, and escalation notes. They’ll arrange with the Ministry of Housing & Operates, CDA, FGEHA, PHA, SBP, SECP, banks, developers, and PropTech partners.
This position is perfect for experienced program managers with a background in public-sector transformation, real estate, infrastructure, digital government, or financial-sector programs. Salary & Compensation
Estimated marketplace salary: PKR 150,000 – 250,000 per month.
Qualification
Applicants must keep a Bachelor's degree in project management, enterprise, economics, information analytics, computer science, or a related field. A PMP or comparable certification is preferred. The role demands 8–10 years of experience in program management, public-sector transformation, real estate, infrastructure, digital government, or financial-sector programs.

Role Responsibilities
- Convert the sector approach into a operating execution plan.
- Run weekly sprint reviews, workstream check-ins, and decision meetings.
- Track progress over PPI/DPI dependency, authority coordination, pilot design, developer onboarding, escrow/finance discussions, and citizen path design.
- Uphold delivery threats, concerns, dependencies, and escalation notes.
- Organize with Ministry of Housing & Functions, CDA, FGEHA, PHA, SBP, SECP, banks, developers, and PropTech partners.
- Arrange briefs, progress notes, meeting packs, and decision papers for senior leadership.
- Confirm the ICT/F-14 pilot remains lined up with the wider national housing trust structure.
- Aid budget tracking, procurement requests, and delivery timelines.
