Job Overview

The Project Implementation Unit (PIU) of the Improving Workforce Readiness in Punjab project is hiring a Project Manager (Civil Works) / Deputy Director to lead the technical execution of civil works under the project.

This is a senior role within the PIU, responsible for managing the technical team, supervising construction, and ensuring that all subprojects are delivered on time, within budget, and to the required quality standards.

The Project Manager will oversee the entire civil works lifecycle, from reviewing and finalizing designs and technical specifications to monitoring on-site execution.

The role involves managing construction supervision consultants, ensuring compliance with approved drawings and specifications, and implementing quality assurance mechanisms.

The position also requires close coordination with the Project Director, executing agencies, and the Asian Development Bank (ADB) to resolve contract administration issues, prepare bidding documents, and evaluate contractors.

This is a demanding position that requires strong leadership, technical expertise, and excellent communication skills.

The successful candidate will play a key role in the successful implementation of the project's infrastructure components, contributing to the overall goal of improving workforce readiness in Punjab.

Eligibility and Qualification

Candidates must meet the following eligibility criteria

  • Bachelor’s degree in Civil Engineering or a related field; preferably a Master’s in Civil Engineering, Construction Management, Project Management, or equivalent.
  • Masters/Bachelors (Hons) (16 years) with at least 10 years of relevant professional experience in managing projects in lead positions, including contract management.
  • Excellent written and spoken communication skills in English.
  • Working experience in the Punjab region will be considered favorably.
  • Preference will be given to candidates with experience on foreign-funded projects, overseas experience, or relevant experience with international organizations and government institutions.
  • Age: Up to 55 years. Gender: Both.
  • Domicile: Only Lahore district is required for this position.

Responsibilities

  • Manage the technical team, including consultants’ engineers and PIU engineers and specialists, to perform duties as per project requirements.
  • Review, validate, and amend (if needed) prepared designs/drawings, technical specifications, etc., and finalize plans for approved subprojects.
  • Supervise civil works and develop monitoring mechanisms, including a computerized critical path schedule and a credible management information system for subprojects.
  • Monitor the execution of civil works under different subprojects.
  • Manage construction supervision consultants and ensure implementation in accordance with required specifications and approved detailed engineering drawings.
  • Ensure quality assurance methodology is in place, confirm its adequacy, and certify satisfactory implementation.
  • Advise and assist the executing agency in highlighting and redressal of contract administration and procurement issues/contractual claims.
  • Ascertain extension of time for completion and other claims in consultation with the Project Director and Deputy Director (Procurement and Contracts).
  • Coordinate with all concerned organizations and relevant staff on project-related issues.
  • Provide support in preparation of bidding documents and evaluation process for hiring contractors for approved subprojects in accordance with ADB guidelines and policies.
