Job Overview

The Public Investment Management Specialist will sit within the Punjab Resource Management & Policy Unit, working on the Transformation of Punjab Resource Management & Policy Unit (TPRMPU) project.

This is a senior technical role focused on strengthening how the government plans, appraises, and prioritizes public sector development projects.

The specialist will conduct project appraisals, advise on sectoral investment priorities, and develop investment frameworks.

A core part of the work is ensuring that proposed projects—whether roads, hospitals, or energy schemes—are economically viable, deliver value for money, and align with the government's long-term vision and strategic priorities such as the Annual Development Program (ADP) or Medium Term Development Framework (MTDF).

The role also involves overseeing Cost-Benefit Analysis (CBA), Economic Internal Rate of Return (EIRR), and financial viability assessments for major projects.

The specialist will help integrate the approved investment portfolio into the annual budget cycle and ensure viable long-term funding plans exist.

Beyond individual projects, the position carries a reform mandate: recommending and implementing institutional changes to strengthen the overall Public Investment Management (PIM) system within the government.

Eligibility and Qualification

Candidates must meet the following eligibility criteria

  • 16 years of education in Economics, Finance, Development Policy, or a related field (Masters or Bachelors Hons).
  • 12 years of post-qualification experience in public investment planning or public financial management (PFM).
  • Significant experience working in or with Government/Public Sector organizations on Public Investment Management (PIM), including development, appraisal, and prioritization of public sector development projects.
  • Strong ability to conduct economic and financial analysis and develop evidence-based recommendations for investment decisions.
  • Age: 34 to 55 years. Gender: Both.
  • Domicile is required for this position.

Responsibilities

  • Conduct project appraisals and advise on sectoral investment priorities.
  • Develop investment frameworks and ensure economic viability and value-for-money of foreign-funded projects.
  • Ensure all proposed investment projects (e.g., roads, hospitals, energy) align with the government's long-term vision and strategic sector priorities (e.g., ADP or MTDF).
  • Conduct or oversee Cost-Benefit Analysis (CBA), Economic Internal Rate of Return (EIRR), and financial viability assessments for major projects.
  • Ensure the approved investment portfolio is integrated into the annual budget cycle (capital budgeting) and that a viable long-term funding plan exists.
  • Recommend and implement institutional reforms to strengthen the overall Public Investment Management (PIM) system within the government.
