Job Overview
The Recruitment Manager will lead the Authority's recruitment and talent acquisition function, developing and implementing transparent, merit-based, and efficient recruitment strategies aligned with the Pakistan Digital Authority's strategic objectives and human resource framework.
This role sits within the HR wing of the Authority, which is responsible for driving Pakistan's digital transformation agenda.
The manager will oversee end-to-end recruitment operations, workforce planning support, employer branding, and recruitment governance to ensure the Authority attracts and appoints highly qualified professionals.
Day-to-day, the role involves working closely with hiring managers to understand workforce needs, advising on recruitment approaches, and coordinating selection panels.
The manager will also build talent pipelines for critical, technical, and leadership positions, using diverse sourcing channels and partnerships with universities and professional bodies.
A significant part of the job is ensuring all recruitment activities comply with the Pakistan Digital Authority Act and approved HR frameworks, maintaining clear records and audit trails.
The position also carries a strategic element: monitoring recruitment performance through analytics such as time-to-fill and quality-of-hire, preparing reports for decision-makers, and driving continuous improvement and digitalization of recruitment processes.
Leading and developing the recruitment team is a core responsibility, as is positioning the Authority as an employer of choice through targeted branding initiatives.
Eligibility and Qualification
Candidates must meet the following education and experience requirements
- Minimum Bachelor's degree in Human Resource Management, Business Administration, Public Administration, Management Sciences, or a related discipline from an HEC-recognized institution.
- A Master's degree in Human Resource Management, Business Administration, Organizational Development, or a related field shall be preferred.
- Professional certifications such as SHRM, CIPD, PHR, SPHR, or equivalent will be an added advantage.
- Minimum 8 years of progressively responsible professional experience in recruitment, talent acquisition, executive search, or human resource management.
- Experience working in government organizations, public sector entities, regulatory authorities, development organizations, or large private sector organizations will be preferred.
- Proven experience leading recruitment teams and managing end-to-end recruitment operations.
- Age limit: Max 65 years.
Responsibilities
- Develop and implement the Authority's recruitment strategy in alignment with workforce planning and organizational priorities.
- Lead the end-to-end recruitment lifecycle, including workforce planning support, sourcing, assessments, interviews, selection, offers, and onboarding coordination.
- Build and maintain talent pipelines for critical, technical, and leadership positions using diverse sourcing channels and strategic partnerships.
- Collaborate with hiring managers to understand workforce requirements and provide recruitment advisory services.
- Develop and continuously improve recruitment policies, procedures, SOPs, and competency-based selection frameworks.
- Ensure recruitment activities comply with the Pakistan Digital Authority Act, applicable regulations, approved HR frameworks, and principles of transparency, merit, and equal opportunity.
- Maintain recruitment records, documentation, and audit trails while supporting internal and external audits.
- Lead employer branding initiatives and recruitment campaigns to position the Authority as an employer of choice.
- Develop partnerships with universities, professional bodies, recruitment agencies, and industry stakeholders to strengthen talent acquisition.
- Coordinate recruitment panels and facilitate effective engagement with hiring managers and selection committees.
