The Finance Division, Government of Pakistan is hiring a Business Analyst / Process Optimization Specialist at MP-II grade on a contract basis.
This role is central to modernizing government payment and collection operations by integrating Raast as the primary payment option.
You will conduct detailed AS-IS process mapping of disbursements, receipts, and reconciliation, then design TO-BE processes that reduce manual interventions, bottlenecks, and operational risks while ensuring compliance with regulatory directives and Raast requirements.
Working closely with technical teams, government units, and external vendors including the State Bank of Pakistan, you will identify inefficiencies, redesign workflows, and incorporate automation and straight-through processing principles.
A key part of the job is producing comprehensive documentation—SOPs, Functional Requirement Documents, and operational playbooks—that meet governance and audit standards.
You will also facilitate workshops, support rollout, and capture lessons learned to drive continuous improvement.
This is a pivotal role for someone who can bridge the gap between business needs and technical solutions, ensuring stakeholder buy-in and smooth adoption of new digital tools across government entities.
Eligibility and Qualification
Candidates must meet the following eligibility criteria
- Minimum Master's degree in Business Administration, Finance, Information Systems, Information Technology, or a related discipline.
- 7–8 years of professional experience in business analysis, process re-engineering, or operations optimization, preferably in government or financial services.
- Practical experience with government financial systems, payments, or banking operations is highly desirable.
- Proven experience in facilitating process transformation projects, including mapping, redesign, and adoption.
- Age limit: Max 62 years.
Responsibilities
- Conduct detailed AS-IS process mapping of government payment and collection operations, including disbursements, receipts, and reconciliation processes.
- Design TO-BE processes optimized for using Raast as the payment option for both disbursements and collections, reducing manual interventions, bottlenecks, and operational risks.
- Collaborate with technical teams, government units, and stakeholders to validate process maps and ensure practical feasibility.
- Identify inefficiencies, redundancies, and risks in current workflows and propose process improvements.
- Redesign workflows aligned with Raast's capabilities, security requirements, and compliance standards.
- Incorporate automation opportunities, digital controls, and straight-through processing principles into redesigned processes.
- Develop comprehensive operational documentation including SOPs, Functional Requirement Documents (FRDs), and operational playbooks.
- Maintain documentation rigor suitable for governance, audit, and public sector oversight.
- Facilitate workshops and training sessions to support adoption of redesigned processes.
- Provide advisory support to government entities during rollout, helping operational teams adjust to new workflows and digital tools.
