Job Overview

The Universal Service Fund (USF), a Government of Pakistan entity operating under the Ministry of IT and Telecommunication (MoITT), is looking for a seasoned communications professional to fill the role of Manager/Director Communications.

This is a senior position responsible for shaping and executing the organization's entire communications and marketing strategy.

You will act as the face of USF, managing its public, media relations, and internal communications, while ensuring all messaging aligns with government protocols and the broader objectives of MoITT.

In this role, you will provide strategic counsel to senior management on reputational risk and public perception, oversee the flow of information between the Ministry, USF, and the public, and lead a diverse communications team.

Your day-to-day work will involve representing USF at high-level forums, managing media and PR agencies, planning and monitoring the communications budget, and overseeing the creation of all promotional and informative materials.

You will also be responsible for crisis communication, ensuring the organization responds quickly and professionally to any challenging situations.

The position requires a blend of strategic thinking and hands-on execution.

You will develop and implement a cohesive communications strategy that enhances USF's brand awareness and program impact, manage all forms of media including digital campaigns and social media, and build strong relationships with journalists, bloggers, and influencers.

This is a demanding role for a leader who can thrive under pressure and deliver results in a public sector environment.

Eligibility and Qualification

To be considered for this position, candidates must meet the following eligibility criteria

  • Master’s degree in mass communications, media, business administration (marketing), public relations, Public Policy, Advertising, Journalism, or Marketing.
  • Minimum 5 years (for Manager) to 10 years (for Director) of relevant post-master’s qualification work experience in communications or a related field.
  • Proven expertise in strategic communication planning and delivering high-quality, multi-channel content.
  • Hands-on experience in digital marketing, social media strategies, and digital campaign execution.
  • Experience using social media analytics tools such as Google Analytics to generate data-driven performance reports.
  • Experience leading institutional goals, brand positioning, stakeholder engagement, campaign rollouts, and event management.
  • Additional preference for proficiency in graphic design tools like Adobe or Canva, and experience engaging with bloggers, influencers, and digital PR.

Responsibilities

  • Provide strategic counsel to senior management on reputational risk, public perception, and stakeholder communications.
  • Ensure communications governance, approvals, and compliance with public sector regulations and Government of Pakistan protocols.
  • Develop and implement a cohesive Marketing/Communications strategy for USF in line with company objectives and MoITT.
  • Manage the communications department, act as the face of the organization at media events, and direct marketing and public relations campaigns.
  • Develop effective messaging and communication strategies, including creating or overseeing promotional and informative materials.
  • Manage and work with all forms of media, including press releases, digital campaigns, print materials, social media, audio, and video content.
  • Define, manage, and execute the media plan in collaboration with the local media agency.
  • Plan, manage, and monitor the yearly communication, PR, and marketing budget.
  • Execute print advertisements/advertorials and liaise with relevant agencies (PPRA, PID) and advertisement teams.
  • Oversee the planning, editing, and development of content for internal communications mediums such as intranet, monthly magazine, newsletters, and email bulletins.
