Job Overview
The Project Implementation Unit (PIU) of the Improving Workforce Readiness in Punjab Project, a Punjab Government initiative, is hiring an Assistant Director (Civil) on a contract basis. This single position, classified at Level PPS-7, is based in Lahore and offers a monthly salary between Rs. 160,000 and Rs.
260,000. The role involves overseeing civil works for subprojects, managing technical teams, and ensuring compliance with specifications and ADB guidelines. The position requires a 16-year education (Masters/Bachelors Hons) with a First Division (60% and above), preferably in Civil Engineering, Construction Management, or Project Management.
Candidates should have at least 8 years of relevant professional experience in lead project management roles and contract management. Strong English communication skills are essential, and experience in the Punjab region is favorably considered. Preference is given to those with experience in foreign-funded projects, international organizations, or government institutions.
The age limit is up to 50 years, and domicile is required.

Responsibilities
- Assist in management of the technical team including consultants' engineers and PIU Sub-Engineers.
- Assist in review, validation, and amendment of designs, drawings, and technical specifications; finalize plans for approved subprojects.
- Supervise civil works and develop monitoring mechanisms, including a computerized critical path schedule and management information system.
- Monitor execution of civil works under different subprojects.
- Manage construction supervision consultants and ensure implementation per specifications and approved drawings.
- Ensure quality assurance methodology is in place and certify its satisfactory implementation.
- Advise and assist the executing agency on contract administration, procurement issues, and contractual claims.
- Ascertain extension of time and other claims in consultation with Deputy Director (Civil) and Deputy Director (Procurement and Contracts).
- Coordinate with all concerned organizations and staff on project-related issues.
- Support preparation of bidding documents and evaluation for hiring contractors per ADB guidelines.
