Job Overview

The Project Implementation Unit of the Improving Workforce Readiness in Punjab Project, a Punjab Government initiative, is hiring a Gender Specialist on a contract basis. This single position is based in Lahore (Division Lahore, District Lahore) and is graded at PPS-8. The monthly salary is PKR 220,000–360,000, and applications close on 04-Sep-2026.

The role focuses on integrating gender equality across the project's design and implementation. The specialist will lead gender analysis, update the gender mainstreaming strategy and Gender Action Plans (GAP), and ensure donor reporting compliance. The work involves stakeholder consultations, household surveys, and capacity building of executing and implementing agencies, with a particular emphasis on increasing women's access to education, skills training, and decent employment.

Eligibility and Qualification

  • Masters/Bachelors (Hons) (16 years) with First Division (60% and above) required.
  • Preferably Master's degree in Social Sciences or another relevant field.
  • Preferably more than 10 years of experience in the field of Gender.
  • ADB or other international foreign-funded project implementation experience is an added advantage.
  • Experience in reporting to donors is required.
  • Preference for candidates with relevant experience in foreign-funded projects, overseas experience, or experience with international organizations and Government Institutions.
  • Age: Up to 55 years.
  • Gender: Both male and female candidates are eligible.
  • Domicile is required for this position.

Responsibilities

  • Prepare gender analysis and collate baseline data (gender disaggregated) relevant to the project's scope and nature.
  • Participate in and conduct stakeholder consultations and limited household surveys in targeted cities to understand challenges faced by men, women, and vulnerable groups (elderly, women-headed households, minorities, people with disabilities, transgender) to inform project design.
  • Update the gender mainstreaming strategy and gender action framework, focusing on increasing women and girls' access to education and skills trainings, women's access to decent employment and economic opportunities, and women's participation as beneficiaries and agents of change.
  • Facilitate the PIU in implementing the capacity building program for the Implementing Agencies (IAs).
  • Assist in planning and scheduling the project work plan and identify gender-specific aspects and needs in individual sub-activities.
  • Conduct Focus Group Discussions (FGDs) and consultations with stakeholders in selected cities to collect information on challenges related to education, unemployment, etc.
  • Assist the PIU and IAs to increase Gender and Development (GAD) awareness among different departments and stakeholders.
  • Facilitate and assist in gender analysis of proposed sub-activities and prepare reports for these sub-activities.
  • Assist in ensuring project monitoring and compliance with donor reporting requirements for the Gender Action Plan (GAP).
  • Assist in increasing women's involvement in community surveys, feedbacks, and impact evaluations.
