Job Overview
The Project Implementation Unit (PIU) of the Improving Workforce Readiness in Punjab Project is hiring a Deputy Director Environment on a contract basis. This Lahore-based position is at Level PPS-8 with a monthly salary of Rs. 220,000 to Rs.
360,000. The role involves ensuring environmental compliance across subprojects, with a focus on ADB safeguards and coordination with the Punjab Government and implementing agencies. One position is available, and the last date to apply is 04-Sep-2026.
The holds a Master's degree in environmental sciences, civil engineering, or environmental engineering (or equivalent) and has at least 10 years of experience in environmental assessments and monitoring. Familiarity with ADB's Safeguards Policy Statement (SPS) 2009 and ADB environmental guidelines is required. Preference is given to candidates with experience on foreign-funded projects, international organizations, or government institutions.
The age limit is up to 55 years, and a Punjab domicile is required.
Eligibility and Qualification
- At least 10 years of experience in preparation, implementation, and monitoring of environmental assessments and monitoring plans.
- Excellent written and spoken communication skills in English.
- Age: up to 55 years (preferred age range 35-55).

- Degree Level: Masters/Bachelors (Hons) (16 years) with First Division (60% and above).
Responsibilities
- Conduct monitoring at each subproject site to ensure the Environmental Management Plan (EMP) is implemented in letter and spirit, document findings, and submit to PIU/ADB for review.
- Maintain close liaison with ADB, Punjab Government, Implementing Agencies (IAs), and supervision consultant regarding IEE/EIA requirements and compliance with Punjab EPA No Objection Certificates (NOCs).
- Support PIU in contract award process and review bidding documents to ensure EIA/IEE/EMP requirements are incorporated, including capacity evaluation of bidders for EMP implementation.
- Identify gaps in EMP compliance and provide inputs to prepare and monitor a Corrective Action Plan (CAP).
- Monitor environmental safeguards compliance, including review/preparation of environmental monitoring reports for submission to ADB and disclosure on EA's website.
- Oversee implementation of mitigating measures in EMPs by contractors and deliver environmental monitoring reports to ADB for review and approval.
- Ensure the Grievance Redress Mechanism (GRM) from EIA/IEE is fully functional and grievances are addressed and resolved.
- Support PIU in providing project site data for bi-annual environmental monitoring reports (BAEMR) to ADB.
- Review and verify environmental compliance reports prepared by supervision consultant and/or implementation agencies.
- Support IAs in developing EMP implementation mechanisms and ensure compliance with EIA/IEE/EMP requirements.
