The Project Implementation Unit of the Improving Workforce Readiness in Punjab Project (IWRPP) is hiring a Deputy Director (Digital Platform/Technical Coordinator) for a contract position based in Lahore, Punjab. This is a single-vacancy role at Level PPS-8 with a monthly salary of Rs. 220,000 to Rs.

The will lead the planning, development, and implementation of the Digital Platform (DP), such as a Learning Management Information System (LMIS), and act as the primary technical liaison with the Digital Platform Developer (DPD). Responsibilities include managing platform testing, user training, stakeholder engagement, and reporting to government authorities including ICISDD and ADB.
Candidates must have a minimum Bachelor's degree (16 years of education) in relevant fields, with Master's degree holders preferred, and at least ten years of professional experience in international development programs, including technical project management and software deployment. The role requires strong IT skills, presentation abilities, and experience with foreign-funded projects.
Eligibility and Qualification
- Minimum Bachelor's degree (16 years of education) in Public Policy, Education, International Development, Business Administration, IT, Software Engineering, Project Management, or a relevant field from an internationally recognized university; Master's degree holders will be preferred.
- At least ten (10) years of professional experience in the successful implementation of international development programs, including substantial experience in technical project management and deployment of software systems.
- Experience working in formal and non-formal education settings; preferably in the public sector.
- Demonstrated success working on foreign-funded programming in technical roles and experience in user-centered design; development, testing, and deployment of database systems; training; and client engagement, preferably in the international development sector.
- Excellent presentation skills with written and oral communications and diplomatic skills are desired.
- Excellent IT/computer skills including MS Office (Word, Excel, and PowerPoint) and Outlook.
- Preference will be given to those who possess relevant experience with foreign-funded projects and overseas relevant experience / relevant experience with international organizations and Government Institutions.

Responsibilities
- Responsible for administration, user management and training.
- Provide input to Procurement team to engage firm to develop Digital Platform or related technologies.
- Be the primary point of contact for digital platform technical delivery by the Digital Platform Developer (DPD), including bug reporting and providing clear, detailed requests for amendments and enhancements.
- Support the Project Director in management of DPD effort prioritization.
- Coordinate Digital Platform testing to verify new 'Releases' before they are made live on the platform, including new features, enhancements and the resolution of bugs.
- Lead consultations to identify a 'wish-list' of features, drafting this into a Product Specification Document.
- Support iterations of the submitted digital platform Product Specification Document, including for handover of the system to users.
- Proactively engage users and external stakeholders to increase usage and value of the platform to stakeholders.
