Job Overview
The Project Implementation Unit (PIU) of the Improving Workforce Readiness in Punjab Project is hiring a Deputy Director (Contract Management and M&E) on a contract basis. This Lahore-based role is a single position at level PPS-8, with a monthly salary of Rs. 220,000 to Rs.
360,000. The vacancy was posted on 18-08-2026 and applications close on 04-09-2026. The role combines contract management and monitoring & evaluation responsibilities, supporting the PIU in managing contracts, resolving disputes, and building a robust M&E framework for the project.
Eligibility and Qualification
- Minimum Bachelor's degree (16 years of education) in Procurement, Supply Chain, Contract Management, Social Science, Development Studies, Economics, Finance, Business Administration, or a suitable discipline; Master's degree preferred.
- At least ten (10) years of experience after acquiring the stipulated qualification, preferably in Procurement, Contract Management, and/or Monitoring & Evaluation.
- Demonstrated experience with procurement and contract management of goods, works, and services, preferably in the public sector.
- Demonstrated experience with monitoring and evaluation frameworks and practices, preferably in the public sector.
- Excellent presentation skills with written and oral communications.
- Excellent IT/computer skills including MS Office (Word, Excel, PowerPoint) and Outlook.
- Preference for candidates with relevant experience in foreign-funded projects, overseas experience, or experience with international organizations and government institutions.
- Experience in procurement and contract management of civil works and consultancy services with focus on ADB procedures is an added advantage.
- Age: Up to 55 years.
- Required Division: First (60% and above).
Responsibilities
- Facilitate technical dialogue between stakeholders to achieve closure on divergent interpretations of contractual clauses.
- Act as focal person on behalf of the PIU for contract administration issues that may accrue liabilities for the project.
- Support the PIU in checking the quality of procured items and ensure replacement of non-compliant equipment or goods.
- Monitor progress of contract implementation to ensure adherence to standards, procedures, and planned timetable.
- Provide technical leadership for first-stage resolution of disputes with contractors or consultants.
- Represent and support the PIU during statutory and internal audits, including donor audits and reviews.
- Lead coordination with all other individual consultants.
- Support preparation of end-of-proceedings reports after each claim incident.
- Provide support in contractual interpretation to management and in litigations.
- Perform any other relevant task assigned by the Project Director.
