Job Overview

The Project Implementation Unit of the Improving Workforce Readiness in Punjab Project, a Punjab Government initiative, is hiring an Assistant Director (Monitoring & Evaluation – Civil Works) on a contract basis. This single position, based in Lahore, is classified at Level PPS-7 with a monthly salary range of Rs. 160,000 to 260,000.

The role focuses on developing and managing the Project Performance Monitoring System (PPMS) in line with PIU and ADB requirements, and on coordinating M&E activities across the project. Candidates should have a Bachelor's degree in Civil Engineering or a related field, preferably a Master's in Civil Engineering, Construction Management, or Project Management.

The position requires at least 8 years of general experience, with a preference for 5 years as an M&E or reporting specialist on major infrastructure projects. Experience with foreign-funded projects, international organizations, or government institutions is an advantage.

Eligibility and Qualification

  • Degree level: Masters/Bachelors (Hons) (16 years of education).
  • At least 8 years of general experience (for Masters/Bachelors Hons).
  • Preferably 5 years of relevant experience as an M&E Specialist or reporting specialist for major infrastructure projects, with proven experience in monitoring, coordination, evaluation, and reporting.
  • Age: 35 to 50 years.
  • Gender: Both.
  • Required Division: First (60% and above).
  • Domicile is required for this position.
  • Required skills: Accuracy, Adaptability, Adjusting, Confidentiality.

Responsibilities

  • Assist the PIU and EA/IAs in all matters related to Monitoring & Evaluation.
  • Develop monitoring procedures for different parameters in the PPMS.
  • Report the performance of projects according to the parameters in the PPMS.
  • Maintain a calendar of M&E activities.
  • Prepare periodic Monthly & Quarterly Reports.
  • Support the staff of IAs in the preparation of progress reports.
  • Work closely with other specialists of PIU and IAs to provide M&E guidance and feedback.
  • Perform any other tasks or assignments that may be assigned by the PD.
