Job Overview
The Project Implementation Unit of the Improving Workforce Readiness in Punjab Project, a Punjab Government initiative, is hiring a Communication Specialist on a contract basis. This single position is based in Lahore District and is classified at Level PPS-8, with a monthly salary range of Rs. 220,000 to Rs.
360,000. The role involves leading communication, media relations, and knowledge support strategies for the project and its Implementing Agencies (IAs). Applications are open until 04-Sep-2026, and the position is open to both male and female candidates aged 35 to 55 years.
Eligibility and Qualification
- Masters/Bachelors (Hons) (16 years) degree with First Division (60% and above).
- Preferably a Master's degree in media relations, journalism, publishing, public affairs, public administration, or equivalent qualification.
- At least 10 years of demonstrated relevant professional experience at the national or international level in public relations, communications, social media, knowledge support, external relations, or public affairs.
- Preferably 5 years of experience in developing gender-inclusive communications and knowledge support strategies and products.
- Excellent written and spoken communication skills in English.
- Preference will be given to candidates with relevant experience in foreign-funded projects, overseas experience, or experience with international organizations and government institutions.
- Age: Up to 55 years (as per the preferred candidates section, age range is 35-55 years).

Responsibilities
- Prepare a communication strategy incorporating strategies for all key stakeholders, along with an associated work plan to implement the actions outlined in the strategy.
- Advise Implementing Agencies (IAs) management and staff on communication, social media, and knowledge support strategies and their implications for proposed actions and policies.
- Establish the IAs' profile, credibility, and brand, and prepare information disclosure protocols for the target audience through specific actions.
- Advise on the design and maintenance of communication vehicles that enable easy and continuous access to information internally and externally by stakeholders and the general public.
- Define a content strategy and provide support for its implementation and approach for digital platforms.
- Develop content style guides and approaches for new multiplatform web, social media, and multimedia content on IAs' ongoing programs, pipeline projects, and strategic directions/priorities.
- Conceptualize, research, and advise on the latest trends and best practices, including new emerging digital platforms, to maximize strategic digital engagement under the content strategy.
- Identify opportunities for capturing and sharing knowledge and disseminating information.
- Support communication activities through knowledge management, information exchange, and design and implement effective learning activities and manage the process of knowledge sharing.
- Develop and execute media relations campaigns and outreach efforts, cultivating good working relationships with reporters and media outlets.
